The Hong Kong Special Administrative Region (HKSAR) government is set to implement new regulations aimed at enhancing safety and quality in the construction sector. According to the new rules, certification and test reports verifying the fire-retardant performance of external scaffolding nets will be mandatory before their use. According to Secretary for Development Bernadette Linn, all scaffolding nets must be tested in government laboratories and only those that pass will be approved for use. Samples must be collected as per government requirements. Regulatory bodies will conduct random inspections to verify compliance.

The government will implement supportive measures, including the establishment of testing centers, bulk procurement coordination, training opportunities, and a source-tracking system. The goal is to set up sufficient testing centers to provide results within one week of sample submission. The Construction Industry Council (CIC) will coordinate bulk procurement and testing services to assist during the transition period. Subsidies will be available for trainees, and the testing process will be expedited.

The use of fire-retardant scaffolding nets will enhance safety at construction sites. Mandatory testing will help ensure product quality, while the source-tracking system will record the journey of products from manufacturing to construction sites. Additionally, 5,000 training slots will be made available to help professionals in the industry enhance their skills.
