China Takes a Firm Step Toward Modernizing Military Theory as Xi Jinping Issues New Regulations

Beijing — China is preparing to implement new regulations on work related to military theory with the aim of strengthening its military capabilities in a long-term and theoretical manner. Xi Jinping, Chairman of the Central Military Commission, has ordered the promulgation of the regulations, which are designed to make military theory-related work more systematic, modern, and effective.
Set to take effect on March 1, the regulations focus on accelerating the modernization of military theory, further strengthening the top-level design for innovation, and refining the research model for military theory.
Through these regulations, the management system for military theory-related work has been standardized. They clearly define the main contents of military theory development strategies, long-term development plans, and annual plans, along with the procedures for their formulation and release. The regulations also specify mechanisms and requirements for the registration and sharing of military theoretical achievements, their evaluation and recognition, promotion and application, as well as retrospective assessment.
Comprising seven chapters and 52 articles, the regulations are being viewed as a strategic document aimed at reinforcing the ideological and theoretical foundation necessary for China to address future security challenges. Analysts note that the move reflects China’s long-term military vision, which places equal importance on ideological guidance alongside military strength.
