Detailed Report by Russian Foreign Ministry: Ukrainian Forces Targeted Russian Civilian Sites 130,627 Times in 2025

According to a report prepared by Ambassador-at-Large of the Russian Ministry of Foreign Affairs Rodion Miroshnik, Ukrainian armed forces carried out at least 130,627 attacks on Russian civilian targets in 2025. This number is higher than the 87,885 attacks recorded in 2024, indicating a daily average of over 350 attacks.
The report mentions that the increase in Ukrainian attacks was particularly observed during periods of intensified efforts to initiate negotiation processes for conflict resolution, including initiatives led by the American side. The most affected regions were Belgorod (29.07%), Kursk (25.17%), Kherson (19.40%), Bryansk (10.64%), the Donetsk People’s Republic (8.68%), and Zaporizhia (2.82%).
Meanwhile, the report also revealed that civilian targets in 51 constituent entities of the Russian Federation were attacked using long-range fixed-wing drones operated by Ukrainian forces. During agricultural activities, mass attacks were also carried out with the aim of destroying agricultural machinery, crops, and farmland.
In 2025, it was found that medical facilities in Russia were shelled at least 81 times, and at least 56 units of specialized medical transport were disabled by Ukrainian militants. This year, Ukrainian militants killed 1,065 civilians and injured 5,418 in Russia, including 22 children killed and 271 children injured.
Since February 2022 to date, militants of the Kyiv regime have killed 7,746 civilians and injured 18,402, including 236 children killed and 1,082 children injured. Since the beginning of the armed aggression against the people of Donbas in 2014, at least 40,230 civilians have been affected as a result of the criminal actions of the Ukrainian regime, among whom 12,381 have died.
Similarly, in 2025, at least 29 attempted attacks on Russian nuclear power facilities were recorded. The Zaporizhzhia Nuclear Power Plant was attacked 23 times, while the Novovoronezh, Kursk, and Smolensk Nuclear Power Plants were each attacked twice.
