KATHMANDU \u2014 Outgoing Home Minister Sudhan Gurung has been accused of blocking DIG promotions in the Armed Police Force during his 26-day tenure, effectively handcuffing the security body. Sources indicate that although the post of Deputy Inspector General (DIG) in the Armed Police Force has been vacant for months, Gurung did not move the promotion process forward.<\/p>\n

Ganesh Thadamagar was promoted from DIG to AIG on June 17 last year. After DIGs Kamal Giri, Kul Bahadur Nemwang, and Shambhu Subedi went on compulsory retirement on January 7, the number of vacant positions reached six. To fill these posts, the Armed Police Force submitted the promotion file to Home Secretary Raj Kumar Shrestha on March 31. Citing the need for study, he kept the file in his drawer.<\/p>\n

When no decision was made, Inspector General Raju Aryal repeatedly met with the Home Minister and the Secretary. Yet, the DIG promotion process has not moved forward. Sources say the same practice of shelving files and demanding bags of cash at doorsteps, which once existed in the security mechanism, continued even under this government formed for good governance.<\/p>\n

Gurung, who publicly criticized the Ministry of Physical Infrastructure and Transport for not completing road construction on time, showed no interest in clearing the promotion file that fell under his own ministry’s jurisdiction for 21 days.<\/p>\n

“Stopping the file provided ample grounds to question his intentions. He kept it stalled for so long and then left,” a source said. Looking at global practices, Home Ministers are not expected to be seen or heard frequently. Unlike other ministers, it is not considered appropriate for a Home Minister to go wherever they please or post comments on social media. A Home Minister is a watchdog who works based on surveillance and analysis.<\/p>\n

Article 11 of the Armed Police Force Act, 2058, stipulates that the Home Secretary serves as a member of the Armed Police Force Service Commission, with the IGP as its secretary. Promotions from Senior Superintendent (SSP) to DIG are decided by a promotion committee under Rule 39(2) of Chapter 7 of the Armed Police Force Regulations, 2072. The committee is chaired by the Home Secretary, with the Armed Police Force’s AIG and IGP serving as members. It is also claimed that he recently misled Narayandatta Poudel by saying he would be made IGP after April 18.<\/p>\n

Gurung, who had declared he would free the security mechanism from handcuffs, has himself left after placing the Armed Police Force in handcuffs, according to ongoing criticism.<\/p>\n
