Authorities have since intensified efforts to identify the agents, travel intermediaries and possible organized networks behind the attempted movement.<\/p>\n<p>Ramchandra Tiwari, Director General of the Department of Immigration, said the incident indicates that networks involved in deceiving vulnerable women in the name of visit visas remain active. According to him, officials have begun identifying the people and agencies involved on the basis of questioning conducted with the women.<\/p>\n<p>The women were stopped on Wednesday night while preparing to travel to Muscat on separate FlyDubai flights. They were in two groups of 12 and 15. Police said the women were between 22 and 29 years old.<\/p>\n<p>During preliminary screening, officials found Omani visas, air tickets and hotel booking documents with them. However, immigration officers became suspicious after Kuwaiti visas were also found in the same passports. Further monitoring then revealed indications that the real travel plan was to take them to Kuwait through Muscat.<\/p>\n<p>Security officials believe the route was arranged to take the women illegally to Kuwait, where restrictions and strict controls apply to sending Nepali women for domestic work. According to investigators, agents operating in the Gulf have often used Oman as a transit hub to move Nepali women onward to Kuwait and other destinations.<\/p>\n<p>This case should not be viewed as an isolated incident. In recent years, traffickers have used Oman, Dubai, Delhi and other transit routes to move Nepali women toward Gulf countries. Such networks often promise good salaries, safe jobs, free tickets, hotel bookings and simple travel procedures. But once the women reach the destination, many face risks such as forced or exploitative domestic labour, debt bondage, confiscation of documents, non-payment of wages, confinement, intimidation and gender-based violence.<\/p>\n<p>The international trafficking pattern involving Nepali women appears in two major forms. The first is the movement of women into domestic labour inside private homes, where oversight is weak and abuse can remain hidden. The second is the risk that some women may be pushed into coercive exploitation in informal entertainment or commercial sex-related networks. In both cases, the method is similar: false promises, misuse of travel documents, concealment of the real destination and removal of the victims from accessible support systems.<\/p>\n<p>Rights workers have also expressed concern that some trafficking networks use dehumanizing market narratives about women\u2019s ethnicity, region, physical condition or reproductive health. Claims that women from Himalayan or trans-Himalayan regions are in higher demand because of supposedly \u201chealthy\u201d reproductive systems are not verified medical facts. Such statements should be treated as harmful myths used by traffickers to objectify women, erase their dignity and justify criminal exploitation.<\/p>\n<p>Therefore, this issue cannot be treated merely as a violation of immigration rules or a weakness in foreign employment procedures. It involves poverty, unemployment, gender inequality, lack of information, weak state monitoring, agent networks, destination-country labour systems and cross-border criminal coordination. The trafficking of Nepali women must be addressed from the source communities to the transit routes and destination countries.<\/p>\n<p>Domestic labour in Gulf countries often takes place inside private homes, making the condition of workers difficult to monitor. In many cases, workers may have limited access to communication, their passports may be held by employers or agents, working hours may be unregulated, and access to police, embassies or support services may be difficult. This creates serious risks of labour exploitation and other forms of abuse.<\/p>\n<p>The case also raises questions about Nepal\u2019s visit visa system. The right of citizens to travel as tourists must be protected. However, visit visas must not become a tool for human traffickers. If strict rules only burden genuine travelers while organized networks continue to move people through informal arrangements, the system itself becomes vulnerable to corruption and exploitation.<\/p>\n<p>Authorities should treat the 27 women not as offenders, but as potential victims requiring protection. While their statements may be important for the investigation, they should also receive psychosocial support, legal assistance, safe contact with families, privacy protection and safeguards against re-trafficking. A victim-centered approach is essential in human trafficking cases.<\/p>\n<p>Police have said they have begun searching for the individuals, travel agencies, agents and possible trafficking networks involved. However, effective investigation must go beyond arresting low-level intermediaries. Authorities need to identify every layer of the chain, including those who arranged tickets, prepared hotel bookings, managed visas, escorted the women to the airport, received them in transit and planned their transfer at the destination.<\/p>\n<p>The incident sends a clear message: human trafficking is no longer limited to old-style illegal border crossings. It has evolved into a modern criminal economy that uses legal documents, online bookings, airline routes, transit countries and false employment promises.<\/p>\n<p>Nepal\u2019s response must evolve accordingly. Airport screening, immigration training, strict regulation of travel agencies, public information systems on foreign employment, labour agreements with destination countries, embassy rescue capacity and victim rehabilitation mechanisms must all be strengthened together.<\/p>\n<p>Ultimately, the interception of 27 women at the airport may have prevented a major risk. But it is also a serious warning. As long as poverty, unemployment and insecurity continue to make Nepali women vulnerable to traffickers, the misuse of visit visas will remain a dangerous channel for exploitation.
