Kazan \u2014 Russian President Vladimir Putin and Cambodian Prime Minister Hun Manet held talks on the sidelines of the Russia\u2013ASEAN Summit in Kazan, with both sides emphasizing historical ties and the need to expand cooperation in trade, investment, education, culture and regional engagement.<\/p>\n

During the meeting, President Putin described Cambodia as Russia\u2019s \u201clong-standing friend and partner.\u201d He recalled that the two countries marked the 70th anniversary of diplomatic relations in May 2026, saying the relationship has been built on a long history of trust and cooperation.<\/p>\n

Putin said Russia, and earlier the Soviet Union, had supported Cambodia in state-building, infrastructure development and human resource training. He noted that with Soviet assistance, a major hospital, a technological institute and facilities in energy, agriculture, telecommunications, maritime services and transport infrastructure were developed in Cambodia. Many of those facilities, he said, continue to serve the Cambodian people.<\/p>\n

Economic cooperation was a key focus of the talks. Putin said bilateral trade between Russia and Cambodia increased by 2 percent last year, calling the growth positive but still modest compared with the potential of the two countries. He said both governments are working to intensify trade and investment links.<\/p>\n

Russia expressed interest in expanding direct contacts between the business communities of the two countries. Putin recalled that representatives of major Russian companies, including AvtoVAZ, GAZ, KAMAZ and Miratorg, visited Cambodia in November 2025. He also invited Cambodian companies to take part in the Eastern Economic Forum in Vladivostok in September and Russian Energy Week in Moscow in October.<\/p>\n

A Cambodian delegation also participated in the St. Petersburg International Economic Forum held from June 3 to 6. Moscow views such platforms as opportunities to explore cooperation in trade, investment, industry, energy, agriculture and transport.<\/p>\n

Cultural and humanitarian cooperation was also highlighted during the meeting. Putin referred to the successful holding of the Days of Russian Culture in Phnom Penh in March as an example of growing people-to-people exchanges between the two countries.<\/p>\n

Education remains another important pillar of Russia\u2013Cambodia relations. According to Putin, more than 8,000 Cambodian citizens have received higher education in Russia. Around 160 Cambodian students are currently studying in Russia, while 63 scholarships have been allocated for the current academic year.<\/p>\n

The Kazan meeting took place as Russia seeks to strengthen broader engagement with ASEAN countries. Moscow has been working to expand ties with Southeast Asian nations in areas including trade, energy, agriculture, education, technology and infrastructure.<\/p>\n

For Cambodia, cooperation with Russia is not limited to historical friendship. Phnom Penh is also looking to diversify partnerships in energy, agriculture, industrial technology, transport, education and investment within regional and multilateral frameworks.<\/p>\n

The meeting showed that Russia and Cambodia are seeking to connect their historical relationship with present economic and development priorities. While both sides acknowledged that trade volume remains limited, they signaled a willingness to make the partnership more practical through high-level dialogue, business engagement, educational exchanges and cultural cooperation.<\/p>\n

The central message of the Kazan meeting was clear: Russia and Cambodia aim to move their traditional friendship into a broader framework of trade, investment and humanitarian cooperation.<\/p>\n
