Senior Party and government leaders in Laos have discussed a new policy direction for 2026\u20132030 aimed at strengthening oversight across state institutions, intensifying anti-corruption efforts and preventing the misuse of public resources.<\/p>\n

The fifth National Conference on Inspection Work, held in the capital Vientiane on July 1 and 2, 2026, reviewed progress made during the previous five years and set priorities for the next five-year period. The conference was chaired by General Vilay Lakhamfong, a member of the Politburo and a Standing Member of the Secretariat of the Lao People\u2019s Revolutionary Party Central Committee.<\/p>\n

The two-day meeting brought together senior Party and state leaders, members of the Politburo and Secretariat, full and alternate members of the Party Central Committee, deputy ministers, leaders of the Vientiane Capital and provincial administrative committees, and officials from inspection commissions across ministries and government agencies.<\/p>\n

Current and former officials from the Party Central Inspection Commission, the State Inspection Authority and local inspection bodies also took part, along with personnel working in the fields of oversight and good governance.<\/p>\n

In his opening remarks, Vilay Lakhamfong said the conference would conduct a comprehensive assessment of the achievements, shortcomings and challenges in inspection and oversight work from 2021 to 2025. He said the experiences and lessons drawn from implementation over the past five years would be used to make the next phase more effective.<\/p>\n

He said the 2026\u20132030 agenda would focus on further strengthening Party and state inspection systems while stepping up the fight against corruption, bureaucratic practices, misconduct, negative behaviour and wasteful use of public resources.<\/p>\n

The next five-year programme will be implemented in line with the resolution adopted by the 12th National Congress of the Lao People\u2019s Revolutionary Party. The congress identified the modernisation of state administration, improvements in public governance, and sustainable economic and social development as national priorities.<\/p>\n

At the conference, Vansay Phongsavanh, Chairman of the Party Central Inspection Commission and Head of the State Inspection Authority, presented a preliminary review of inspection work carried out between 2021 and 2025. He assessed the work completed during the period and outlined proposed policies, objectives and directions for 2026\u20132030.<\/p>\n

Phingkham Lasasimma, Deputy Chairman of the Party Central Inspection Commission and Deputy Head of the State Inspection Authority, also presented a draft report on the implementation of the previous five-year inspection development plan and the proposed strategic direction for the next phase.<\/p>\n

Another Deputy Chairman of the commission, Khamlai Sipaseuth, introduced a proposed resolution aimed at strengthening the prevention and handling of bureaucracy, corruption, misconduct and misuse of resources within Party, state and social organisations. Delegates discussed the draft documents and submitted recommendations for revision.<\/p>\n

Participants also exchanged experiences gained in leadership, inspection, supervision and control across different ministries, state agencies and local administrations. They stressed that inspection should not be limited to punishing violations after they occur, but should also prevent legal breaches, corruption and misuse of resources at an early stage.<\/p>\n

The State Inspection Authority plans to conduct systematic and continuous inspections over the next five years, with priority given to state development projects, the management of public assets, the national budget, financial administration and sectors considered particularly vulnerable to corruption.<\/p>\n

Under the new strategy, Laos plans to improve the legal framework for inspection work, draft or revise at least 10 legal documents, strengthen transparency and accountability in government institutions, and encourage greater public participation in anti-corruption efforts.<\/p>\n

Special training programmes are also expected to be introduced to improve the technical capacity, professionalism and legal knowledge of inspection officials. The State Inspection Authority has said it will seek to make inspection bodies more effective through organisational reform and modern management systems.<\/p>\n

The Lao leadership regards effective inspection as a fundamental instrument of state administration. Regular oversight is expected to help prevent legal violations, protect public property, improve administrative efficiency and strengthen public confidence in the Party and the state.<\/p>\n

Because corruption, unnecessary bureaucratic complexity and misuse of public resources can undermine development programmes, inspection reform has been directly linked to the country\u2019s next five-year social and economic development plan.<\/p>\n

The 2026\u20132030 national socio-economic development plan adopted by the 12th National Congress of the Lao People\u2019s Revolutionary Party identifies human-resource development, improved living standards, natural-resource and environmental protection, stronger regional connectivity and better public governance as major priorities.<\/p>\n

The fifth National Conference on Inspection Work is therefore being viewed not merely as a review of anti-corruption activities, but as an important political and administrative exercise aimed at shaping the framework for long-term governance reform and sustainable development in Laos.<\/p>\n

The policies and documents emerging from the conference are expected to help organise inspection systems at all levels of the Party and state, clarify institutional responsibilities, and strengthen discipline and accountability in public administration over the next five years.<\/p>\n
