The government led by Prime Minister Balendra Shah has claimed significant progress in governance reform, administrative restructuring, corruption control, digital services, energy development and disaster preparedness during its first 100 days in office. Reducing the number of ministries from 22 to 18, restructuring costly agencies, recovering government vehicles being used through political influence and announcing that 70 of its 100 action points have been implemented are positive initial signs.<\/p>\n

However, the achievements of the first 100 days should be measured not only through the details presented by the government itself, but also through the changes citizens experience in their daily lives. Although the figure of 87.2 percent progress appears impressive, it cannot be regarded as an independently verified achievement until the indicators, baseline, evaluation methodology and evidence behind it are made public. Citizens must be allowed to see clear details of which of the government\u2019s 100 action points have been fully completed, which have been partially implemented and which decisions remain confined to paper.<\/p>\n

The government\u2019s estimate that reducing the number of ministries will save approximately Rs 20 billion annually must be proven in practice. Merely reducing the names and number of ministries is not enough. State expenditure will decline only if staffing structures, offices, vehicles, buildings, administrative layers and overlapping responsibilities are also genuinely reduced. Details of where the money saved has been used should also be subject to public auditing.<\/p>\n

The government\u2019s recommendation for action against 6,145 employees following inspections of 787 offices and projects is a serious matter. Action should be taken against individuals who fail to fulfil their responsibilities or become involved in irregularities. However, instead of creating fear within the administration by publicising a large number, accountability should be established on the basis of evidence, impartial investigation and due legal process. The purpose of reforming the bureaucracy should not be retaliation, but the improvement of efficiency and the quality of public services.<\/p>\n

The collection of more than 11,000 declarations and complaints by the high-level property investigation commission reflects public expectations regarding corruption control. To produce results, the commission must remain free from political influence, legally empowered and completely impartial. If investigations become selective or are used only to target political opponents, the anti-corruption campaign will lose public trust. The same law must apply to anyone found guilty.<\/p>\n

Passport distribution, the printing of driving licences, the expansion of taxpayer services, the Nagarik App and the digital system of Hello Government are useful steps toward improving public services. However, the important questions are whether citizens received the printed licences on time, whether people in all districts could easily access digital services and whether the complaints said to have been resolved were actually settled satisfactorily. Digital systems should not merely generate statistics. They should eliminate intermediaries, delays and unnecessary administrative complications.<\/p>\n

Publicising the volume of chemical fertiliser distributed in agriculture is not, in itself, a sufficient achievement. The real measure is whether farmers received fertiliser at reasonable prices during the planting season. The addition of 138 megawatts of capacity in the energy sector and the increase in electricity exports are encouraging. However, Nepal\u2019s priorities should include not only electricity exports, but also the expansion of domestic industry, transportation, irrigation and household consumption. Economic transformation cannot be achieved merely by selling raw electricity.<\/p>\n

Providing Rs 250 million for small depositors affected by cooperatives marks the beginning of a relief process, not a solution. With the savings of hundreds of thousands of depositors at risk, action against those responsible, the freezing of assets, loan recovery and a transparent repayment system are essential. Placing 1.2 million applications from landless people in a digital database is also only an initial administrative step. A genuine achievement will be visible only when eligible families receive land ownership certificates through a fair process.<\/p>\n

Preparing an assistance package for those injured in the Gen Z movement and for the families of those who died is a responsibility of the state. Relief distribution must be transparent, respectful and free from political discrimination. Similarly, although allocating budgets and preparing command posts and response plans for the monsoon and other disasters are positive measures, the real test will be how effectively rescue teams, equipment, information systems and local bodies are mobilised when disasters occur.<\/p>\n

One hundred days is not enough time to make a final assessment of any government. However, it is an important period for understanding the direction in which a government is moving. The details presented indicate an initial aspiration for activism, restructuring and results-oriented governance. What is now required, beyond announcements and percentages, is institutional continuity, legal impartiality, financial transparency and results that citizens can experience.<\/p>\n

The government should not seek only praise for its achievements. It must accept independent scrutiny, public questions and criticism. Evidence for every claim, expenditure, beneficiaries, implementation status and future deadlines should be made public regularly.<\/p>\n

The achievements presented today will carry historical significance only if the enthusiasm of the first 100 days can be transformed into five years of disciplined performance. Otherwise, attractive statistics and major announcements will remain confined to paper, like the reports of previous governments. The government\u2019s real test has now begun.<\/p>\n
