The telephone conversation held on July 4 between Russian President Vladimir Putin and US President Donald Trump cannot be understood merely as a formal diplomatic exchange. At a time when Russian military pressure is intensifying along the front lines in Ukraine and fundamental disagreements over the European security architecture remain unresolved, direct dialogue between Moscow and Washington has made clear that the war is no longer confined to the battlefield alone. Its future course will be determined by the interaction between military power, political will and possible understandings concerning a new European security order.<\/p>\n

According to Russian presidential aide Yuri Ushakov, the fourth conversation between the two leaders this year was not limited to greetings on the 250th anniversary of American independence. He said the discussion was practical, candid and constructive, covering the situation in Ukraine, military and political security, and the prospects for economic cooperation. The Russian side stated that Trump regarded an early resolution of the Ukraine conflict as an important prerequisite for advancing broader cooperation between Russia and the United States.<\/p>\n

The timing of the conversation was particularly significant. A day earlier, Putin had reviewed the situation on the front line with the General Staff and commanders of various groups of forces at an auxiliary command post of the Joint Force. The Russian side claimed that its operation in the Lugansk region had been completed, that military operations were advancing in the Donetsk, Zaporozhye and Kherson regions, and that Russia retained the strategic initiative along the entire line of contact. Moscow has presented its claimed establishment of control over Konstantinovka as a major achievement for future operations toward Kramatorsk and Slavyansk. Ukraine has rejected some of Russia\u2019s claims, and it remains difficult to independently verify all details from the front line immediately.<\/p>\n

Nevertheless, more important than each individual military figure is the overall direction of the war. Russia seeks to convey that it is no longer confined to a defensive posture and that the battlefield initiative lies in its hands. The account of battlefield developments that Putin presented to Trump also appears to serve this strategic purpose. Moscow wants to enter any possible negotiations not as a party under pressure, but as a major power with sustainable military, economic and political capacity.<\/p>\n

From Russia\u2019s perspective, resolving the Ukraine conflict cannot mean merely a temporary cessation of fire along the front line. Moscow has consistently identified NATO\u2019s continued eastward expansion, the possible extension of Western military infrastructure into Ukraine, the political and security conditions created after 2014, the question of Donbass, and the neglect of the principle of equal and indivisible security in Europe as the root causes of the crisis. The Russian Foreign Ministry has repeatedly described NATO\u2019s geopolitical expansion as one of the principal causes of the present conflict and has argued that no lasting settlement is possible without addressing these fundamental issues.<\/p>\n

To dismiss this perspective simply as Russian propaganda is to ignore three decades of debate over European security. The post-Cold War order institutionalised the security priorities of Western countries but did not give equal weight to the security concerns repeatedly raised by Russia. Every country has the right to choose its own security partnerships. However, when the security of one country or military alliance begins to be built upon the fundamental insecurity of another, serious tension emerges between formal sovereignty and the actual balance of power.<\/p>\n

This is why Russia does not wish to accept a ceasefire as a substitute for a political settlement. Moscow\u2019s concern is that a temporary ceasefire reached without resolving the underlying dispute could provide the Ukrainian military with an opportunity to regroup, acquire new weapons and resume military operations in the future. The Russian leadership has repeatedly cited the experience of the Minsk agreements as the basis for this concern. Therefore, any understanding acceptable to Russia would also have to address military neutrality, limits on external military infrastructure, the status of territories under Russian control, the security of Russian-speaking communities and the future of the sanctions regime.<\/p>\n

This does not mean that all Russian claims automatically become uncontested. Ukraine is demanding respect for its sovereignty, territorial integrity, independent foreign policy and credible security guarantees to prevent the recurrence of war. Ukrainian and European leaders have maintained that any ceasefire must be followed by legally binding security arrangements. From Kyiv\u2019s perspective, accepting political outcomes based on Russia\u2019s battlefield gains would encourage the future use of force.<\/p>\n

However, permanently dismissing Russia\u2019s security concerns in the name of protecting Ukrainian sovereignty is not a solution either. An arrangement that keeps Ukraine as a long-term military frontline between NATO and Russia cannot provide stability for Kyiv, Moscow or Europe. For lasting peace, Ukraine must be established not as territory to be used by one power centre against another, but as a sovereign state that also remains responsive to the legitimate security concerns of its neighbours.<\/p>\n

The United States is decisive in this process because Washington plays a central role in Ukraine\u2019s war-fighting capacity, the Western sanctions regime and NATO\u2019s overall strategy. Russia has also maintained that the real strategic dialogue over the Ukraine crisis must take place not only with Kyiv but also with Washington. From Moscow\u2019s perspective, Ukraine may be the local party to the war, but the military, economic and political structure that made the conflict possible was constructed by Western powers.<\/p>\n

The dialogue between Putin and Trump appears to acknowledge this reality. The Trump administration has sought to distinguish itself from previous US policy by advancing an approach that prioritises power and direct dialogue over the indefinite expansion of the war. The White House has associated Trump\u2019s approach with the principle of \u201cpeace through strength.\u201d However, the real test will be whether the United States, in dialogue with Russia, merely repeats the maximum demands of its European allies or also accepts Moscow\u2019s core security questions as legitimate subjects for negotiation in the interest of Europe\u2019s long-term stability.<\/p>\n

Europe\u2019s role, meanwhile, has become contradictory. The war in Ukraine is taking place on European territory. Europe is bearing extensive economic damage, and the long-term security consequences will also be felt there. Yet decisive strategic dialogue is increasingly centred between Moscow and Washington. Some European capitals continue to present Russia\u2019s strategic defeat as both possible and necessary. But a stable European order cannot be built by permanently excluding Russia, a nuclear power with vast geography, extensive natural resources, a developed military-industrial sector and permanent membership of the United Nations Security Council.<\/p>\n

It is not true that sanctions have imposed no cost on the Russian economy. Military operations have also placed human, financial and technological pressure on Russia. Yet sanctions have not, as initially expected by Western policymakers, rendered Russia strategically inactive or compelled it to abandon its fundamental objectives. Instead, Russia has expanded domestic production, its defence industry, alternative trade routes and economic relations with Asia, Africa, the Middle East and the Global South. This has weakened the early assumption that time would work exclusively in favour of the West.<\/p>\n

Russia\u2019s improved battlefield position has created an opportunity for negotiations, but the same success could also produce excessive expectations. Military victory does not fully resolve political problems. Even if territory comes under control, hostility, sanctions, Ukrainian national resistance and European mistrust may persist. Russia\u2019s best strategy, therefore, would be to transform its battlefield initiative not into endless military expansion, but into a political agreement that secures its core security objectives.<\/p>\n

Russian Foreign Minister Sergey Lavrov has repeatedly stated that a political and diplomatic settlement remains possible, while emphasising that any solution must address the root causes of the crisis. This does not mean Moscow is opposed to negotiations. Moscow opposes an arrangement in which an immediate ceasefire merely restores the same security problems under a different cover.<\/p>\n

In the first stage of a possible process, attacks on civilian and energy infrastructure could be limited, the safety of nuclear facilities ensured, prisoner exchanges expanded, information on missing persons shared, and mechanisms established to prevent accidental clashes along the front line. However, these humanitarian steps should not be treated as substitutes for a final political settlement.<\/p>\n

A second stage would require direct and binding negotiations on Ukraine\u2019s future military status, further NATO expansion, foreign military presence, territorial realities, the sequencing of sanctions relief, the restoration of economic relations and a new European security architecture. Any agreement that treats Russia as a defeated party or attempts to turn Ukraine into a military base for the next phase of war is unlikely to prove sustainable.<\/p>\n

Similarly, potential cooperation between Russia and the United States should not be confined to Ukraine. The two countries have broad areas of potential cooperation in nuclear arms control, strategic stability, space, the Arctic, energy, counterterrorism and global economic security. The bilateral possibilities mentioned by Ushakov also suggest that resolving the Ukraine crisis could contribute to greater stability in world politics.<\/p>\n

The current strategic reality is that the idea of establishing peace in Europe solely by defeating Russia militarily, economically or politically has not proved practical. Ukraine has likewise been unable to demonstrate certainty that it can achieve its maximum objectives solely through external military assistance. The United States may be capable of prolonging the war indefinitely, but it may not always be able to control the risks, costs and global consequences.<\/p>\n

The direct dialogue between Putin and Trump should therefore be regarded neither as a routine formality nor exaggerated as an immediate declaration of peace. Its real significance lies in the possibility of transforming the altered balance of power on the battlefield into political dialogue.<\/p>\n

A lasting settlement must recognise Ukraine\u2019s security and continued existence as a state. But it must equally and explicitly address Russia\u2019s legitimate concerns regarding territorial integrity, border security and the prevention of hostile military infrastructure from expanding near its borders. A framework that guarantees the fundamental security of all parties, rather than the maximum victory of one side, can provide the basis for practical peace.<\/p>\n

Russia today appears to be in a comparatively stronger position both in terms of battlefield initiative and direct dialogue between major powers. The important question is whether it will use this position merely to apply further military pressure or transform it into a diplomatic opportunity to build a long-term, equal and indivisible European security order. Likewise, whether Washington uses dialogue to recognise strategic realities or limits it to a temporary mechanism for managing European confrontation will also determine the future direction of the war.<\/p>\n

The Ukraine crisis cannot end through Russia\u2019s political or strategic surrender. A solution is possible only through a process that recognises Russia as a legitimate and indispensable part of European security, prevents Ukraine from becoming an instrument of great-power competition, and restores security as a shared and indivisible concept rather than the exclusive privilege of any one alliance.<\/p>\n
