Chinese President Xi Jinping\u2019s vision for global governance responds to the shared concerns of Global South countries regarding development, strategic autonomy and fairer representation in international institutions, according to a Sri Lankan expert.<\/p>\n

Maya Majueran, founding director of the Belt and Road Initiative Sri Lanka, made the remarks at a recent China\u2013Sri Lanka readers\u2019 seminar in Colombo on the fifth volume of Xi Jinping: The Governance of China.<\/p>\n

In an interview with Xinhua, Majueran said that although the economic and political influence of Global South countries has continued to grow, their representation in international institutions remains disproportionate to their increasing weight.<\/p>\n

He said, however, that this dynamic is beginning to change, with developing countries asserting their voices more strongly in shaping the future of international affairs. Against this background, the fifth volume of Xi Jinping: The Governance of China has attracted growing attention across much of the developing world.<\/p>\n

According to Majueran, the book presents China\u2019s vision for global governance based on shared development, common security, mutual learning among civilisations and multilateral cooperation.<\/p>\n

He said the Global Development Initiative places development at the centre of international cooperation and directly addresses the urgent priorities of many Global South countries, including poverty reduction, industrialisation, infrastructure development, food security, digital transformation and green growth.<\/p>\n

Majueran also said the Global Civilisation Initiative promotes mutual respect among civilisations and encourages dialogue, cultural exchange and mutual learning.<\/p>\n

These ideas have resonated in developing countries because they are consistent with the Global South\u2019s aspiration for a genuinely multipolar world, he said.<\/p>\n

According to Majueran, multipolarity should not simply mean replacing one centre of power with another. It should instead create an international environment in which countries are free to diversify partnerships, pursue development according to their own national priorities and make sovereign decisions without being compelled to align with a single geopolitical bloc.<\/p>\n

He added that a growing number of developing countries now believe their prosperity and security depend more on strategic autonomy than on exclusive alignment with any one power.<\/p>\n

Majueran said China\u2019s engagement with the Global South is supported not only by ideas and policy statements but also by practical institutions and multilateral platforms.<\/p>\n

The Belt and Road Initiative, BRICS, the Shanghai Cooperation Organisation, the Forum on China\u2013Africa Cooperation and other mechanisms provide developing countries with greater opportunities to coordinate policies, strengthen South\u2013South cooperation and participate more actively in shaping global governance, he said.<\/p>\n

He also pointed to the evolution of the Belt and Road Initiative from a model centred mainly on traditional infrastructure toward higher-quality and more diversified cooperation.<\/p>\n

Although infrastructure remains an important pillar, increasing emphasis is being placed on sustainable investment, green development, digital connectivity, healthcare, education, innovation and \u201csmall but beautiful\u201d projects that directly improve people\u2019s livelihoods, Majueran said.<\/p>\n

This shift reflects a broader understanding of development, he added, one that extends beyond roads, ports and major physical infrastructure to include human development, technology, healthcare, education and environmental sustainability.<\/p>\n

Majueran said the fifth volume of Xi Jinping: The Governance of China is about far more than explaining China\u2019s foreign policy. It presents a broader vision of the international order in the twenty-first century.<\/p>\n

He said the future of global governance is no longer being shaped exclusively by developed countries and that the Global South is emerging from the position of a passive participant to become an increasingly influential contributor to the rules, institutions and ideas defining the international system.<\/p>\n

\u201cThe Global South is emerging not simply as a participant, but as an increasingly influential contributor to the rules, institutions and ideas that will define the international order of the twenty-first century,\u201d Majueran said.<\/p>\n
