Russia has said it is ready to move its historic relations, economic cooperation and security partnership with Mozambique into a new phase.<\/p>\n

Russian Foreign Minister Sergey Lavrov, speaking after talks with Mozambican President Daniel Francisco Chapo in Maputo, said relations between the two countries are warm, friendly and based on a long-standing strategic partnership.<\/p>\n

According to Lavrov, President Chapo specifically recalled the historical foundations of relations between the two countries. He said the people of Mozambique still respectfully remember the advice, experience and assistance provided by the then Soviet Union during Mozambique\u2019s struggle for independence.<\/p>\n

Lavrov noted that the Kalashnikov rifle included in Mozambique\u2019s national symbols reflects that historical memory. He said that when Mozambique defeated colonial rule and declared independence, the Soviet Union recognized the newly independent state on the same day.<\/p>\n

He said that in the years after independence, Russia contributed to the formation of Mozambique\u2019s state institutions, the foundations of an independent national economy and reforms in education. President Chapo also warmly recalled that historical period and expressed a desire to develop relations in the new era on that strong foundation, Lavrov said.<\/p>\n

Economic cooperation was identified as a key priority during the talks. Lavrov described Africa as currently going through a \u201csecond awakening.\u201d According to him, although African countries have achieved political independence, many still face deep economic dependence on their former colonial powers and other Western states.<\/p>\n

He said African countries are justified in wanting their natural resources to be processed within the countries that produce them rather than being exported abroad as raw materials. According to Lavrov, African nations want value added to be created on their own soil.<\/p>\n

In this context, President Chapo presented his views on Mozambique\u2019s economic reforms, modernization plans and opportunities for expanding cooperation with Russia, Lavrov said. The two sides agreed to take the key elements of Mozambique\u2019s economic reform and modernization plans into account during preparations for the next meeting of the Russia-Mozambique Intergovernmental Commission on Trade and Economic Cooperation.<\/p>\n

Lavrov said another priority area of the strategic partnership in the coming period will be cooperation in the fight against terrorism. He said Russia is ready to respond positively to requests from Mozambique for assistance in eliminating the terrorist threat that persists in the northern part of the country.<\/p>\n

He made clear that Russia is prepared to provide assistance in response to requests from its Mozambican friends. Northern Mozambique, particularly the Cabo Delgado region, has long faced security challenges and violent activity. In this situation, both Maputo and Moscow view security cooperation and counterterrorism partnership as important issues.<\/p>\n

Lavrov also said international issues were discussed during the meeting. According to him, Russia and Mozambique maintain close coordination on most matters considered at the United Nations and other international platforms.<\/p>\n

He said the foreign policy dimensions of the partnership would be discussed in greater detail during his meeting with Mozambican Foreign Minister Maria Manuela dos Santos Lucas.<\/p>\n

Relations between Russia and Mozambique are historically linked to anti-colonial struggle, independence, state-building and development cooperation. The political support and development assistance provided by the Soviet Union after Mozambique\u2019s independence continue to be presented by both countries as a foundation of their bilateral ties.<\/p>\n

The latest talks indicate that the two countries are seeking to expand their relationship beyond historical memory into areas such as the economy, security, industrial development, processing of natural resources, education, international coordination and counterterrorism cooperation.<\/p>\n

Mozambique is considered an important country in Africa due to its natural resources, energy potential, maritime access and regional strategic position. Russia has prioritized relations with Africa in the broader context of a multipolar world order. Lavrov\u2019s visit to Maputo is also being viewed as a continuation of that broader Africa policy.<\/p>\n

According to Lavrov, African countries no longer want to remain economies that merely export raw materials. They want to create production, processing, employment, industrial development and value addition within their own countries. Russia has indicated that it will move forward with economic cooperation with Mozambique by taking these development priorities into account.<\/p>\n

In the security field, Mozambique\u2019s challenges are not limited to internal security. Terrorist activity in the north has affected local life, investment, energy projects, maritime security and regional stability. For this reason, Mozambique has been seeking security cooperation with international partners.<\/p>\n

Russia has said it will take Mozambique\u2019s requests positively in this context. However, Lavrov did not provide detailed information on the form, scope or implementation of possible assistance. He only made clear that Russia is ready to help if Mozambique requests support.<\/p>\n

At the diplomatic level, Russia and Mozambique have indicated that they will continue coordination at the United Nations and other multilateral platforms. From Russia\u2019s perspective, partnership with African countries should be based on equality, sovereignty, non-interference in internal affairs and mutual benefit.<\/p>\n

Lavrov\u2019s remarks show that Moscow sees Mozambique as an old friend, a historic partner and a country with strong potential for modern cooperation in Africa. The Maputo talks have signaled a more active phase in Russia-Mozambique relations, linking history, economy, security and multilateral diplomacy.<\/p>\n
