The international video conference organised by Russia on July 10 to present information concerning attacks on civilians, residential areas, healthcare services, energy infrastructure and agricultural land in the Kherson Region was more than a routine information event. It represented an important stage in Moscow\u2019s effort to insist that the same legal standards be applied to all civilian casualties, that every victim of war receive international attention, and that incidents neglected within Western information structures be raised through alternative global platforms.<\/p>\n

The conference, titled \u201cCrimes of the Kyiv Regime: Terror Against Civilians in the Kherson Region,\u201d was organised through coordination between the Russian delegation to the Vienna talks on military security and arms control and Russian Foreign Ministry Ambassador-at-Large Rodion Miroshnik.<\/p>\n

According to the organisers, diplomats, experts, journalists, academics, civil-society representatives and other figures involved in international affairs from more than 80 countries participated in the event.<\/p>\n

Kherson Region Governor Vladimir Saldo, Russian officials, analysts, foreign journalists and eyewitnesses presented information about conditions in the region. The Russian side said that data collected at the scene, records of civilian casualties, evidence of attacks on civilian infrastructure and eyewitness testimony were intended to support international discussion, legal assessment and future historical documentation.<\/p>\n

According to figures presented by Governor Saldo at the conference, Ukrainian attacks in the Kherson Region have killed 545 civilians and injured approximately 3,700 others. The Russian side said children were among those killed and that healthcare workers, rescue personnel, energy technicians and employees providing essential public services had also been affected.<\/p>\n

These figures were presented by the Russian regional administration in Kherson and other relevant officials. Because the detailed process of independent, multilateral verification has not been made publicly clear, international reporting standards require that they be identified as official Russian figures.<\/p>\n

However, the absence of independent verification cannot reasonably serve as a justification for silence or for refusing to examine the incidents.<\/p>\n

This appears to lie at the heart of Russia\u2019s complaint. Even where infrastructure may have a dual-use function, the military necessity of an attack, its proportionality and the precautions taken to minimise civilian harm must still be assessed.<\/p>\n

Russia is asking international institutions to apply precisely these legal standards to incidents in the Kherson Region.<\/p>\n

Drone Warfare and the Growing Risk to Civilians<\/strong><\/h2>\n

The conference also presented the use of drones as an increasing danger to civilians in Kherson. Russian officials alleged that drones had been used to attack small vehicles, residential areas, ambulances, repair teams and agricultural zones.<\/p>\n

In modern warfare, drones have expanded the capacity for surveillance and precision military strikes. The figures and evidence presented by Russia can be subjected to independent investigation. But refusing to investigate, denying the incidents news value or ignoring them because they are politically inconvenient undermines trust in the international system.<\/p>\n

Documentation as a Foundation for Future Legal Proceedings<\/strong><\/h2>\n

Another important aspect of the conference was the systematic documentation of events.<\/p>\n

Eyewitness accounts, photographs, videos, descriptions of damaged infrastructure, casualty lists and information regarding the weapons or systems allegedly used in attacks could all become relevant in future legal proceedings.<\/p>\n

Even after a war ends, questions concerning possible crimes against civilians do not disappear. Establishing responsibility requires evidence collected promptly, reliable records and a clearly documented sequence of events.<\/p>\n

Through the conference, Russia appeared to be seeking to move its account beyond diplomatic debate and into the sphere of legal and historical documentation.<\/p>\n

For such an effort to succeed, the chain of custody for evidence must be protected, independent experts should be granted access, and the claims presented must remain open to examination.<\/p>\n

If the Russian side continues to make its evidence public and verifiable, maintaining international silence over incidents in Kherson will become increasingly difficult.<\/p>\n

The Broader Meaning of Russia\u2019s Initiative<\/strong><\/h2>\n

The July 10 conference highlighted three important elements of Russia\u2019s diplomatic and information strategy.<\/p>\n

First, Moscow is presenting attacks on civilians in Kherson not as isolated security incidents but as a systematic humanitarian and legal problem.<\/p>\n

Second, rather than relying on Western information structures, it is expanding direct communication with countries, experts and media organisations across an increasingly multipolar world.<\/p>\n

Third, even in the absence of an immediate political response, Russia is continuing to collect and distribute evidence for possible future legal debate and historical documentation.<\/p>\n

Supporting Russia\u2019s right to present its case does not mean automatically treating every Russian claim as undisputed fact. It means supporting the principle that Russian citizens and civilians living in areas under Russian administration are also entitled to equal protection under international law.<\/p>\n

A genuinely impartial international approach to the conflict in Ukraine requires that civilian suffering on all sides be treated with equal seriousness. A system that offers global sympathy to victims on one side while responding to victims on the other with silence cannot be considered just.<\/p>\n

The Kherson conference brought this contradiction before an international audience. Although it did not immediately produce an international decision, it raised serious questions concerning attacks on civilians, destruction of energy infrastructure, drone warfare and selective media attention.<\/p>\n

Ultimately, the most appropriate course is an independent, transparent and legally credible investigation of the evidence presented by Russia.<\/p>\n

But rejecting the Russian account before any investigation begins is not impartiality. The suffering of civilians in Kherson is as real, as deserving of investigation and as entitled to international attention as the suffering of any other victims of war.<\/p>\n
