Doing so would overlook the depth of the discontent that has accumulated within Indian society.<\/p>\n<p>The immediate trigger was the crisis surrounding the National Eligibility cum Entrance Test, or NEET. Yet the movement draws its real energy from issues extending far beyond the examination hall: employment insecurity, the rising cost of education, intense pressure surrounding competitive examinations, declining confidence in public institutions, and a growing feeling among young people that they have been excluded from decision-making.<\/p>\n<p>The name of the movement itself is a psychological instrument of political resistance. The word \u201ccockroach,\u201d reportedly used to demean unemployed and frustrated young people, has been reclaimed by protesters as a symbol of resistance, survival and a social force that is difficult to suppress.<\/p>\n<p>History offers many examples in which communities subjected to insulting labels have reclaimed those terms and transformed them into political identities. A similar psychological reversal appears to have taken place in India.<\/p>\n<p>Another source of the movement\u2019s strength is its decentralised structure. Rather than relying on traditional party membership, local committees and a chain of command, it has grown through social media, personal videos, satire and a shared sense of injustice.<\/p>\n<p>Such a structure can be extraordinarily dynamic during the early stages of mobilisation. It is difficult for the government to identify a single command centre with which to negotiate or through which to contain the protest.<\/p>\n<p>However, this same decentralised character could later become a weakness. Unless the movement develops a clear constitution, financial transparency, an accountable decision-making process and durable regional structures, it may suffer internal divisions.<\/p>\n<p>The NEET controversy has directly affected millions of students and families. Admission to medical education in India is closely connected to social mobility. Middle-class and lower-middle-class families often invest years of savings, coaching expenses and emotional labour in the examination process.<\/p>\n<p>When a question paper is leaked, it is not merely an examination that loses credibility. The belief that social advancement can be achieved through merit is also damaged.<\/p>\n<p>The government may attempt to frame the leak as a criminal matter involving organised groups. Protesters, however, have interpreted it as evidence of institutional failure and political irresponsibility. The distance between these two explanations lies at the heart of the conflict.<\/p>\n<p>Is arresting those responsible sufficient, or should a minister accept political responsibility? Is conducting another examination an adequate response, or does the entire examination administration require reconstruction? Such questions have transformed the controversy from an administrative failure into a political crisis.<\/p>\n<p>Youth unemployment provides the wider social background. India\u2019s official labour surveys have repeatedly shown that unemployment among people aged 15 to 29 is significantly higher than among the population as a whole. It is particularly severe among urban and educated youth.<\/p>\n<p>Even when employment is available, many young people struggle to find work corresponding to their qualifications. The economy may be expanding rapidly, but employment quality, stability and social protection are not perceived to be improving at the same pace.<\/p>\n<p>For this reason, the CJP\u2019s demands are unlikely to remain confined to NEET. As the movement expands, it could incorporate questions relating to employment, contractual labour, the privatisation of education, recruitment into government service, the coaching industry and student mental health.<\/p>\n<p>Should that happen, correcting a single examination would not be enough to calm the movement.<\/p>\n<p>Police action marked a decisive turning point. Before the use of force, some observers regarded the CJP as little more than a satirical social-media campaign. After the crackdown, the movement gained sympathy from students, civil-rights groups and opposition parties.<\/p>\n<p>When the state treats a protest primarily as a security problem, it can unintentionally transform that protest into a national political issue.<\/p>\n<p>The movement\u2019s most difficult phase, however, has only begun. How can moral outrage be converted into institutional reform? Will the movement end if one minister resigns, or will it continue until structural changes are made to the examination system?<\/p>\n<p>How close should it move towards established political parties? How will it distance itself from violence and provocation? How will it maintain transparency in its finances and decision-making?<\/p>\n<p>The future of the Cockroach Movement will not be determined only by the number of people who gather in the streets. It will depend on whether the movement can transform anger into evidence, policy, organisation and democratic discipline.<\/p>\n<p>Even if it does not immediately change the government, it has already changed the language through which Indian youth confront the state.<\/p>\n<p><strong><em>About the Author: Prem Sagar Poudel is a senior journalist and international relations analyst from Nepal.
