The religious and communal tensions that erupted in Kaptanganj, Sunsari, should not be viewed merely as an isolated religious dispute. The incident, which left one person dead and several civilians and security personnel injured, has raised serious questions about the preparedness of the local administration, the use of force by security agencies, the role of political leadership and the growing distrust between communities. As public reports differ over the number of injured, the government must immediately issue a single authoritative account detailing the deaths, injuries, arrests, property damage and displacement.<\/p>\n

Although the immediate trigger may have involved religious flags, sound systems or processions, the investigation must not end there. It should also examine whether unemployment, poverty, unequal access to resources and opportunities in the border region, dissatisfaction over political representation, social marginalisation and local power struggles deepened the tensions. Religious identity can become the visible instrument of confrontation, while the real causes may lie in economic insecurity, a sense of injustice and declining trust in the state.<\/p>\n

The Home Ministry has formed a committee under a joint secretary and instructed it to submit a report within seven days. However, an investigation conducted solely by a body under the government will not be sufficient. The Koshi Province office of the National Human Rights Commission should be included as an independent observer. Victims\u2019 families, representatives of both communities, local legal experts, women, young people and civil society should be allowed to participate through public hearings. The Commission has already begun examining the incident and has called for an impartial investigation, compensation for the bereaved family and free treatment for the injured.<\/p>\n

Relief for victims must not remain an abstract promise. The district administration and local government should establish a joint, one-window mechanism to provide interim assistance, free medical treatment and preliminary documentation of losses within 72 hours. The provincial government should create a dedicated victims\u2019 relief and rehabilitation fund and provide final compensation within 30 days on the basis of verified damage. Any displaced families should be assisted in returning safely through a time-bound plan covering security assessments, reconstruction of homes and written commitments from community representatives.<\/p>\n

Responsibility for leading dialogue between the communities must also be clearly assigned. A permanent peace and social harmony forum should be formed under the coordination of the provincial office of the National Human Rights Commission, with local governments facilitating dialogue and the district administration ensuring security. Political parties must go beyond meetings and public appeals by adopting a code of conduct requiring them to prevent their members from engaging in inflammatory activities. Since communal tensions have often been suspected of being exploited for electoral or political advantage, political parties themselves must remain subject to public scrutiny.<\/p>\n

Government action against harmful content on social media must not become a pretext for suppressing criticism or legitimate expression. Measures against content that may incite violence should be based on clear criteria, including the influence of the speaker, intent, context, severity of the statement, reach of the content and the likelihood of actual violence. Emergency removal orders should be subject to prompt review by a court or an independent judicial body.<\/p>\n

Long-term prevention requires more than temporary security deployment. Schools should include education on religious tolerance and responsible citizenship. Local authorities should establish interfaith dialogue platforms, community policing programmes and early-warning systems. Employment initiatives should particularly target unemployed and marginalised young people who are vulnerable to political or sectarian mobilisation.<\/p>\n

International experiences also offer useful lessons. South Africa\u2019s truth and reconciliation process and Northern Ireland\u2019s peace process demonstrated that sustainable peace requires truth-telling, recognition of victims, inclusive political arrangements and long-term social and economic commitments. Nepal\u2019s circumstances are different, but the central lesson remains relevant: peace cannot be sustained without justice, accountability and institutional reform.<\/p>\n

Restoring calm in Kaptanganj does not mean deploying security personnel for a few days and waiting for public attention to fade. It means uncovering the truth, delivering justice to individual victims and their families, acknowledging institutional failures and building mechanisms that prevent another such tragedy. The government\u2019s real test has only just begun.<\/p>\n
