China has released a five-year development plan for its national supply and marketing cooperative system, aimed at strengthening agricultural services and safeguarding national food security from 2026 to 2030.

According to the All China Federation of Supply and Marketing Cooperatives, the plan sets out 18 major tasks focused on ensuring food security and advancing rural revitalization.

Under the plan, China will build or renovate more than 100 national-level strategic fertilizer depots by 2030. Around 1,000 county-level distribution centres will also be established or upgraded in major grain-producing counties.

For 2026, the cooperative system aims to build or renovate approximately 20 national-level strategic fertilizer depots and more than 200 county-level distribution centres.

These facilities will help establish a smooth, efficient and well-organized distribution network capable of delivering essential agricultural inputs to farmers in a timely manner. The network is expected to strengthen national food security by ensuring a stable supply of fertilizers and other agricultural materials.

The federation said that 200 agricultural service centres will also be built or upgraded this year. These centres will expand capacity for grain drying, storage and other emergency agricultural services.

Reducing post-harvest grain losses caused by inadequate handling and storage is an important objective of the plan. Expanded drying and scientific storage facilities are expected to protect farmers’ produce while improving the stability of market supplies.

Supply and marketing cooperatives are organizations that serve agriculture, rural communities and farmers under the leadership of the Communist Party of China. They play an important role in implementing government policies and programmes related to agriculture, rural areas and farmers.

As a major force in China’s agricultural and rural development, the cooperative system supports farmers across different stages of the agricultural chain, including the supply of production materials, farming services, grain procurement, processing, storage and market distribution.

With an extensive grassroots network across the country, the supply and marketing cooperative system serves as a vital bridge between urban and rural markets. It connects farmers with consumers and facilitates the distribution of agricultural products.

The cooperatives also provide rural communities with essential agricultural inputs and basic goods required for daily life.

Through the new five-year plan, China aims to integrate strategic agricultural input reserves, county-level distribution capacity, emergency services and post-harvest management into a unified national network.

The plan is expected to strengthen the resilience of the agricultural supply system while contributing to rural economic development, higher farmer incomes and long-term national food security.
