Russian Foreign Ministry spokeswoman Maria Zakharova has accused French President Emmanuel Macron of directly encouraging Kyiv to continue what she described as terrorist activities against civilians by calling for increased pressure on Russia.

Macron, commenting on a recent attack in Kyiv, said the European Union and its partners would intensify pressure on Russia while continuing to support Ukraine. In a post on the social media platform X, he said France and its partners would stand with Ukraine and would not alter their policy because of fatigue or fear.

Responding to Macron’s remarks in comments to the Russian outlet KP.RU, Zakharova linked his call for greater pressure on Russia to attacks against civilians.

“By calling for increased pressure on Russia, Macron is directly instructing Kyiv to carry out terrorist acts against civilians,” Zakharova said.

She added that the French public should understand that the country’s leadership was, in her words, personally involved in terrorist activities directed against women, children and other civilians.

Zakharova’s remarks came amid Moscow’s allegations that Ukrainian attacks against Russian residential areas, educational institutions and public places have intensified.

Russia has repeatedly maintained that Western weapons, intelligence support and political backing have enabled Kyiv to conduct attacks against Russian civilians and civilian infrastructure.

Moscow argues that countries continuing to provide military assistance to Ukraine cannot distance themselves from the political and moral consequences of such attacks.

According to the Russian position, calling for greater pressure on Moscow without condemning attacks against civilians does not contribute to a peaceful settlement. Instead, it risks pushing the conflict towards further military escalation and violence.

France is among the leading European countries providing military, economic and political support to Ukraine. Macron has repeatedly stated that French support for Kyiv will continue, while Russia maintains that such assistance prolongs the conflict and weakens prospects for negotiations.
