The formation of the eight-party \u2018Agrogami Morcha\u2019, or Progressive Front, is more than the addition of another alliance to Nepal\u2019s political landscape. It is significant for two reasons. First, it has given an organised political voice to debates over constitutional amendment, federalism, representation and the structure of the state. Second, because the participating parties intend to retain their separate organisational identities while cooperating in elections and political mobilisation when necessary, the Front appears to have emerged not only from a constitutional agenda but also from the need to consolidate electoral strength.<\/p>\n

The Agrogami Morcha cannot simply be described as a new ideological political pole. Nor would it be fair to dismiss it merely as an alliance of electoral convenience. Its real test will be whether it can transform the constitutional questions it has raised into proposals that are clear, practical and capable of attracting broader national consensus.<\/p>\n

The debate over constitutional amendment is not new to Nepal\u2019s current political discourse. The government itself has already initiated processes for collecting suggestions and studying possible amendments. Political parties, meanwhile, have been developing differing positions on the system of governance, the electoral system, implementation of federalism, the judiciary, constitutional bodies and political representation. The Agrogami Morcha has emerged against this wider backdrop.<\/p>\n

Its formation therefore does not mark the beginning of the constitutional amendment debate. Rather, it signals an intensifying contest over what kind of amendment should take place, who should shape its direction and which political ideas should exert the greatest influence over Nepal\u2019s future state structure.<\/p>\n

The Front has argued that the present Constitution contains structural shortcomings, ambiguities and implementation problems. It has raised the possibility of constitutional amendment, modification and, if necessary, even rewriting. It is precisely here that the most serious constitutional questions begin.<\/p>\n

Constitutional amendment is a natural feature of a democratic system. No constitution can be treated as a document permanently insulated from changing social and political realities. The Constitution itself provides a mechanism for correcting genuine deficiencies that emerge in society, the state and systems of representation. But amendment and rewriting are not the same thing. Correcting specific weaknesses is fundamentally different from redefining the basic character of the state.<\/p>\n

Nepal should not move forward with constitutional reform without clearly distinguishing between the two.<\/p>\n

It is equally important to recognise that the power to amend a constitution is not unlimited. Nepal\u2019s Constitution itself prohibits amendments that would undermine sovereignty, territorial integrity, national independence or the sovereignty vested in the people. Across different constitutional systems, legal doctrines and political traditions have also evolved around the principle that certain fundamental values and structures should not be subject to the unrestricted will of an ordinary political majority.<\/p>\n

Nepal has not adopted India\u2019s Basic Structure Doctrine in precisely the same judicial form. Its underlying lesson, however, remains relevant: a constitution can be changed, but it should not be changed in a manner that destroys its democratic essence. In Nepal\u2019s context, democratic government, popular sovereignty, fundamental rights, checks and balances, and national integrity should remain central tests against which any proposed amendment is evaluated.<\/p>\n

It is natural that federalism occupies a central place in the current debate. More than a decade after the Constitution came into force, questions over the division of authority, resources, personnel management and administrative responsibilities among the federal, provincial and local levels have yet to be fully resolved. This has created space for critics who question the effectiveness of federalism, while at the same time strengthening the argument that federalism itself has never been fully implemented.<\/p>\n

The Agrogami Morcha has prioritised greater provincial autonomy, shared governance at the federal level and proportional representation for marginalised communities. These concerns cannot simply be dismissed as identity politics. At the same time, questions of identity cannot be resolved in isolation from economic viability, administrative effectiveness, social coexistence and national cohesion.<\/p>\n

If the number or boundaries of provinces are to be reconsidered, such decisions cannot rest solely on political demands. They would require careful assessment of population, geography, economic capacity, natural resources, administrative accessibility, historical relationships and social composition.<\/p>\n

Representation is equally important. Although the Constitution embraces proportional and inclusive representation, it is necessary to examine whether the benefits of the system have genuinely reached marginalised communities or have remained largely under the control of established political leadership.<\/p>\n

The Agrogami Morcha has proposed new mechanisms of representation, including separate reserved constituencies for women and Dalits. Such proposals deserve open debate. But improving representation cannot be reduced simply to creating additional quotas. Democratisation of candidate selection within political parties, greater transparency in proportional representation and stronger accountability of elected representatives to citizens are equally important.<\/p>\n

Another sensitive dimension of constitutional amendment concerns political stability. Nepal has long faced dissatisfaction over frequent changes of government, party splits, shifting coalitions and the relationship between the executive and Parliament. Yet it would be overly simplistic to attribute all political instability to the Constitution.<\/p>\n

A constitution can help address dysfunctional political practices, but it cannot eliminate them entirely. Regardless of the system of governance, stability will remain elusive if internal party democracy, institutional discipline, transparency and accountability remain weak.<\/p>\n

For this reason, constitutional amendment should not be presented as a magical solution to every political problem.<\/p>\n

This is where the Agrogami Morcha faces its greatest challenge. Demanding amendment is not enough. It must clearly explain which provisions should change, why they should change, what alternatives are being proposed, what benefits citizens would gain and how those changes would affect the functioning of the state.<\/p>\n

Placing distinct constitutional concepts such as \u201camendment\u201d, \u201cmodification\u201d and \u201crewriting\u201d under a single political slogan creates uncertainty. If reform is the objective, the limits of that reform must be clearly defined. If structural reconstruction is the objective, it will require a much broader degree of political and social legitimacy.<\/p>\n

The Constitution lays out a clear process for amendment. Without the constitutionally required two-thirds support in both Houses of the Federal Parliament, amendment is not possible. Where provincial boundaries or constitutionally allocated provincial powers are concerned, the provinces also have a defined constitutional role. Constitutional reform therefore depends not only on parliamentary arithmetic but also on political consensus.<\/p>\n

A referendum is not legally mandatory for every constitutional amendment. However, amendments with far-reaching consequences should be preceded by meaningful consultation with civil society, provincial and local governments, experts, marginalised communities and political parties. Such consultation is essential to democratic legitimacy.<\/p>\n

A parliamentary majority may provide the legal instrument for amendment, but consensus provides its political strength.<\/p>\n

There must also be clarity from the outset about what follows an amendment. If federal powers are redistributed, relevant intergovernmental mechanisms, commissions and administrative structures must be reorganised accordingly. If local governments are given additional responsibilities, they must also receive clearly defined revenue powers, fiscal transfers and sufficient autonomy over expenditure. Federalism cannot become effective merely because authority is written into the Constitution; the institutions, resources and accountability mechanisms necessary to exercise that authority must also be guaranteed.<\/p>\n

Another test for the Agrogami Morcha will be its own political character. It is still too early to determine whether the eight-party Front represents a durable ideological partnership or primarily a mechanism for consolidating electoral strength. Because its member parties intend to retain their separate identities while cooperating electorally when necessary, they themselves will have to clarify the boundary between their constitutional agenda and electoral strategy.<\/p>\n

The Constitution belongs to no political party. Preventing necessary reform in the name of protecting the Constitution is as problematic as allowing every government or coalition to reshape it according to temporary political convenience.<\/p>\n

Nepal does not need constitutional worship. It needs effective implementation and necessary reform.<\/p>\n

There are several areas where constitutional amendment may be warranted. The distribution of federal powers, effectiveness of the electoral system, quality of inclusive representation, structure of constitutional bodies, judicial reform and political stability all deserve serious review. But not every problem should be solved through constitutional amendment. Many weaknesses can also be addressed through legislation, administrative reform, better political practice and stronger institutional culture.<\/p>\n

The rise of the Agrogami Morcha should therefore be judged neither through automatic endorsement nor automatic rejection, but by the quality of the proposals it puts forward.<\/p>\n

The Front has given the constitutional amendment debate renewed political momentum. Yet if a constitution becomes too easy to alter, its stability and authority can be weakened; if it becomes so rigid that necessary reform is virtually impossible, it risks becoming detached from the changing aspirations of society. Nepal needs a balance between these two extremes, grounded in consensus, constitutional restraint and practical reform.<\/p>\n

That is the real test of the Agrogami Morcha. Will it turn the constitutional debate into another arena of political confrontation, or can it transform it into an opportunity for broader national understanding?<\/p>\n

In our view, the Front should be judged not by the intensity of its slogans, but by the clarity of its proposals, its constitutional responsibility and its commitment to the national interest. Amendments should be made where necessary, but their foundation must be study rather than haste, broad consensus rather than majoritarian arrogance, and long-term national interest rather than immediate political advantage.<\/p>\n

That is the test facing the Agrogami Morcha. It is also the defining test of Nepal\u2019s constitutional amendment debate.<\/p>\n
