Nepal\u2019s national security architecture has reached an important turning point. The latest decisions concerning the institutional placement and legal framework of the National Investigation Department should not be understood merely as an administrative question of which ministry or office a government agency should fall under. The deeper issue is how seriously the state values its capacity to safeguard national security, assess strategic information and identify emerging risks before they become crises.<\/p>\n

A modern state cannot remain secure through a system that responds only after events have occurred. National security requires institutions capable of identifying warning signs before threats materialise, objectively analysing information gathered from multiple sources and providing state leadership with timely and reliable strategic assessments. The debate over restructuring the National Investigation Department must therefore rise above the narrow question of bureaucratic subordination.<\/p>\n

Nepal\u2019s security environment has become far more complex than in the past. National security can no longer be confined to conventional military threats or border-related concerns. Economic security, energy supply, food systems, financial crime, cyber risks, critical infrastructure, disinformation, social tensions, organised crime, transnational crime, strategic assets and the protection of sensitive national information have all become integral components of national security.<\/p>\n

Under such circumstances, a national intelligence system cannot remain merely an information-gathering apparatus. It must evolve into a strategic national institution with strong analytical capabilities. Information and knowledge are not the same thing. An institution may collect thousands of pieces of information, but unless it can interpret their meaning, it cannot function as an effective intelligence service. Real capability lies in identifying connections between seemingly unrelated developments, anticipating the direction of emerging risks and providing decision-makers with credible assessments and policy options.<\/p>\n

For this reason, the question of placing the National Investigation Department under the Office of the Prime Minister and Council of Ministers should also be evaluated in terms of effectiveness. Many national security issues extend well beyond the traditional jurisdiction of home administration. Information relating to foreign policy, defence, the economy, energy, trade, technology, border management and strategic infrastructure must be analysed within a unified national framework. Coordination at the level of the head of government can therefore be both natural and useful.<\/p>\n

But changing an institution\u2019s administrative location alone does not constitute reform. Genuine reform must be reflected in institutional capability, professionalism, accountability and political neutrality.<\/p>\n

A national intelligence agency must never become a personal instrument of any government, political party or office-holder. Its sole loyalty must be to the Constitution, the nation and the long-term national interest. If its priorities, professional assessments or institutional character change with every change of government, national security will not become stronger, regardless of how powerful the organisation itself may appear.<\/p>\n

The first requirement in this new phase is therefore to protect the institution from politicisation. Appointments, promotions, assignments and professional evaluations should be based on transparent and clearly defined standards. Expertise, experience, analytical ability and institutional integrity should form the basis of leadership selection. When competence is weakened in national security institutions, the consequences may not be immediately visible, but the state eventually pays the price.<\/p>\n

The second requirement is the development of specialised analytical human resources. A modern national intelligence institution cannot rely solely on traditionally trained intelligence officers. It requires professionals with expertise in economics, international relations, geopolitics, information technology, cyber security, energy, languages, financial systems, sociology, border studies, water resources, critical infrastructure and strategic communication.<\/p>\n

Knowledge of neighbouring and major international languages is equally important for understanding Nepal\u2019s strategic environment. A state that depends on information or interpretations produced by others cannot conduct an independent strategic assessment. If Nepal wishes to define its national interest independently, it must develop its own research capability, its own factual base and its own analytical capacity.<\/p>\n

The third requirement is genuine intelligence coordination among state agencies. National security cannot be managed by a single institution acting alone. The Nepal Army, Nepal Police, Armed Police Force, National Investigation Department, Ministry of Foreign Affairs, Ministry of Home Affairs, Ministry of Defence, Ministry of Finance, customs administration, immigration authorities, telecommunications and cyber-related agencies, and disaster-management institutions all require structured mechanisms for the exchange of relevant information.<\/p>\n

One of Nepal\u2019s longstanding administrative weaknesses is the tendency of government agencies to treat information as the exclusive property of their own offices. In the field of national security, such institutional compartmentalisation can be costly. While respecting legitimate requirements of confidentiality, Nepal must develop permanent mechanisms for intelligence sharing and joint assessment at the appropriate level.<\/p>\n

The fourth requirement is clarity of strategic priorities. An intelligence organisation cannot devote equal attention to every issue. The government should define long-term intelligence priorities on the basis of a comprehensive national security strategy. Nepal\u2019s sovereignty, territorial integrity, economic security, social harmony, energy and water resources, border areas, critical infrastructure, financial system, cyber domain and changes in the international environment should all be subject to regular strategic assessment.<\/p>\n

National security is not merely an exercise in identifying threats. Recognising opportunities is also part of strategic intelligence. Timely assessment of shifts in the global economy, the economic policies of neighbouring countries, new trade routes, technological developments, energy markets, investment flows and regional diplomatic changes can enable intelligence analysis to contribute directly to national development.<\/p>\n

This is why economic intelligence and economic security now deserve a proper place within Nepal\u2019s national security thinking. The state should regularly assess where external dependence has become excessive, which critical supplies could disrupt the country if interrupted, where strategic assets face growing risks, and which new markets or investment opportunities could serve the national interest.<\/p>\n

The fifth requirement is technological modernisation. In the digital age, a significant part of national security has moved into the digital domain. Government data, financial systems, communications infrastructure, electricity networks, airports, border-management systems and other critical infrastructure are becoming increasingly dependent on technology. Cyber vulnerabilities and digital dependence should therefore be treated not as separate technical issues, but as core national security concerns.<\/p>\n

At the same time, the expansion of state security capabilities must be matched by the protection of civil liberties and legal accountability. In a democratic state, national security and citizens\u2019 rights are not opposing principles. Clear legal mandates, institutional controls, appropriate oversight and accountability are what give intelligence institutions long-term legitimacy.<\/p>\n

The more secretive a national security institution is by nature, the stronger its institutional discipline must be. Secrecy cannot be a substitute for accountability. Sensitive information need not be made public, but the state must have mechanisms to ensure that intelligence institutions operate within the boundaries of the law.<\/p>\n

Another weakness in Nepal\u2019s security culture is the tendency to think seriously about national security only after a crisis has occurred. Border management receives attention after tensions arise, social security after communal incidents, digital security after cyberattacks, and economic security after financial pressure. Such a reactive approach is no longer sufficient. A capable state does not wait for events. It studies trends, identifies risks and prepares options in advance.<\/p>\n

In this sense, the present legal changes concerning the National Investigation Department also represent a major opportunity. If they are reduced to an administrative exercise of shifting an office from one institutional location to another, the same debate will return in a few years. But if this moment is used to begin building a modern, professional and analytically driven intelligence structure linked to a broader national strategy, Nepal\u2019s state capacity can be strengthened for the long term.<\/p>\n

The government should now introduce a clear institutional reform plan for the National Investigation Department. Human resources, specialised expertise, technology, analytical capacity, inter-agency coordination, training, legal accountability and national security priorities should all be incorporated within a single reform framework.<\/p>\n

The ultimate objective of this process should not be to make any one institution more powerful. It should be to make the Nepali state better informed, more capable and more able to make decisions before crises emerge.<\/p>\n

Nepal occupies a sensitive geographical position. That does not mean the country must remain weak. On the contrary, situated between two major neighbours, amid growing interest from global powers and rapid economic and technological change, Nepal requires a more sophisticated strategic consciousness. A balanced foreign policy is impossible without reliable national intelligence and independent strategic assessment.<\/p>\n

National interests are protected not by slogans, but by institutional capability. Sovereignty is safeguarded not through rhetoric, but through the capacity of the state to understand changing circumstances in time and make sound decisions.<\/p>\n

The restructuring of the National Investigation Department is therefore not merely a question about the future of one government agency. It is a test of whether Nepal is prepared to move from a reactive state to an anticipatory and better-prepared state.<\/p>\n

What Nepal needs now is not greater secrecy, but greater professionalism. Not greater political control, but greater strategic capability. Not simply more information, but higher-quality analysis.<\/p>\n

Only by moving in this direction can Nepal\u2019s national intelligence system be transformed into an institution capable of meeting the country\u2019s real national security requirements.<\/p>\n
