The Gandaki Province government has decided to draw the federal government\u2019s attention to 16 legal and administrative bottlenecks affecting development projects and the exercise of provincial authority.<\/p>\n

The 15th meeting of the Provincial Development Problem-Solving Committee decided to submit the 16 issues to the National Development Problem-Solving Committee. The matters mainly concern taxation, revenue sharing from natural resources, administrative jurisdiction and practical challenges in implementing federalism.<\/p>\n

Chief Minister Surendra Raj Pandey said the provincial government would seek policy clarity from the federal government regarding the constitutional authority to levy taxes on agricultural income. He said ambiguity has emerged over taxation of agricultural farms and that clearer legal provisions are needed.<\/p>\n

The province has also raised the issue of revenue collected from vehicle fines. Such revenue is currently deposited into the federal consolidated fund, while Gandaki wants arrangements to direct it to the provincial consolidated fund and to align collections made through police offices with provincial jurisdiction.<\/p>\n

The provincial government also wants electronic systems used in public administration, including GIOMS, TSA and RMIS, to be updated and strengthened in line with current requirements.<\/p>\n

To resolve disputes over revenue sharing from the sale of river-based materials such as stone, gravel and sand, the province has proposed amending Section 62(A) of the Local Government Operation Act, 2017.<\/p>\n

It has also demanded that royalties on materials extracted from land surrounding road construction sites be managed in accordance with provincial law. The provincial government has concluded that amendments to the Public Roads Act, 1974, are necessary for this purpose.<\/p>\n

Chief Minister Pandey said inconsistencies between road and forest laws have delayed some development projects and that the matter would also be raised at the National Coordination Council.<\/p>\n

Gandaki Province has once again demanded management authority over the Annapurna and Manaslu conservation areas located within its territory. As previous requests have not produced a decision, the province now plans to seek a transfer of authority under a clearly defined integrated co-management model.<\/p>\n

The province has also prioritized resolving contradictions between federal and provincial laws concerning the share of income from community forests that should be deposited into the provincial consolidated fund.<\/p>\n

In the communications sector, Gandaki wants the registration and renewal of online media outlets to be handled at the provincial level in order to eliminate overlapping administrative procedures. The province plans to submit the matter to the National Development Problem-Solving Committee for removal of existing federal policy barriers.<\/p>\n

In the transport sector, the provincial government will also ask the federal government to delegate authority for issuing inter-provincial route permits to offices under provincial jurisdiction.<\/p>\n

The issues raised by Gandaki Province reflect broader questions surrounding the division of powers, legal coordination and administrative responsibilities under Nepal\u2019s federal system. The provincial government believes that clearer jurisdiction among the federal, provincial and local levels could reduce obstacles to development and improve implementation of federalism.<\/p>\n
