China is formulating a new action plan aimed at achieving sustained improvements in air quality, with greater emphasis on higher standards, region-specific policies and tighter control of major pollutants.

Xu Bijiu, vice minister of ecology and environment, said at a press briefing held by the State Council Information Office that the new plan will tighten the concentration limit for PM2.5. Stricter standards will also be introduced for other pollutants, including PM10, sulfur dioxide and nitrogen oxides.

The plan will adopt differentiated pollution-control policies based on local conditions. Strict controls will continue in key regions, including the Beijing-Tianjin-Hebei region and surrounding areas, the Yangtze River Delta and the Fenwei Plain.

City clusters along the middle reaches of the Yangtze River, the Chengdu-Chongqing region and some parts of the Xinjiang Uygur Autonomous Region will be designated as areas for intensified action. These regions will implement comprehensive pollution-control measures benchmarked against those applied in key areas.

The Guangdong-Hong Kong-Macao Greater Bay Area, as well as Fujian and Hainan provinces, will serve as pioneer regions. They will aim to achieve world-class air quality standards and explore new approaches to further improving air quality.

The plan will also focus on optimizing industrial, energy and transportation structures, strengthening pollution control in key sectors, and updating emission standards and supporting policies.

China has made significant progress in improving air quality in recent years. In 2025, the annual average concentration of PM2.5 fell to 28 micrograms per cubic meter, down 59 percent from the 2013 level.

The proportion of days with heavy air pollution also declined to 0.9 percent. Both indicators reached their best levels on record.

Despite this progress, Xu said improvements in air pollution control remain “insufficient, unstable and uneven,” with regional disparities and the challenge of sustaining long-term progress still requiring attention.

The new action plan is being developed as China intensifies its broader green development efforts. A recently released plan for building a “Beautiful China” during the 15th Five-Year Plan period from 2026 to 2030 calls for comprehensive improvements in ecological and environmental quality by 2030.
