The event has not only caused immense loss of human life, infrastructure and economic activity along the border; it has simultaneously exposed the changing nature of Himalayan risks, the growing cross-border interdependence between Nepal and China, and serious weaknesses in Nepal’s national disaster-security architecture. More importantly, it has made clear that Nepal-China relations can no longer be confined to roads, trade, tourism and political goodwill. “Shared security,” and particularly “shared disaster security,” must now become an essential component of the relationship between the two countries.

The actual scientific cause of the disaster has not yet been conclusively established. Whether abnormal rainfall, landslides, a glacial lake, or a sudden change within the river system was the decisive factor can only be determined through technical investigation. Declaring any single explanation as established fact in the earliest hours of a disaster is not only scientifically unsound but can also undermine future risk management. Yet uncertainty over the cause does not alter one fact: an abnormal situation that developed in the upper Himalayan region reached the lower areas of Nepal with extraordinary speed, while the time, information and preparedness needed to confront it were insufficient.

This is where Nepal’s debate must begin.

For a long time, we have viewed the Himalayas primarily through the lenses of national boundaries, tourism, water resources and natural beauty. But changing climate patterns, rapid infrastructure development and sensitive geological conditions are also turning the Himalayas into a vast transnational risk system. Rainfall, glaciers, glacial lakes, landslides, river blockages and sudden water surges in the high mountains do not recognize political borders. An event originating upstream can, within a short period, become a national-security-level crisis for settlements, roads, electricity systems, hydropower projects and commercial centers in another country.

The Rasuwa disaster, therefore, is not only a natural disaster. It is also a strategic warning.

China’s high-level response following the disaster has been notable. President Xi Jinping instructed authorities to make all-out efforts in search and rescue operations. Premier Li Qiang called for the immediate verification of the status of affected and unaccounted-for people and instructed the Foreign Ministry to strengthen information sharing and coordination with Nepal and other relevant parties. Vice Premier Zhang Guoqing personally traveled to the affected area and became involved in directing rescue and disaster-response operations. China also activated a high-level emergency response and mobilized relief supplies, rescue resources and substantial financial resources for recovery and reconstruction.

This response is important. But its true long-term significance will be demonstrated only if the cooperation developed during the present crisis is transformed into a permanent institutional structure.

Nepal should now propose to China the establishment of a permanent “Cross-Border Himalayan Disaster Early-Warning and Response Mechanism.” This should not become merely another committee for routine diplomatic dialogue. Its objectives must be clear, technical and results-oriented. If abnormal rainfall, unusual river discharge, landslides, glacial-lake instability or other risks emerge in the upper catchment areas of Xizang, the relevant authorities in Nepal should receive that information within minutes. A system in which information reaches Nepal hours later through the traditional diplomatic channels of ministries or embassies is of little value in an emergency. Disaster early warning is not a diplomatic note. It is life-saving time.

Nepal needs a structure that connects its hydrological and meteorological agencies, disaster-management institutions, home administration, security agencies and local governments with their Chinese counterparts in real time. A technical system can be developed to share data from automated river gauges, satellite observations, glacial-lake monitoring, rainfall intensity measurements, landslide-risk assessments and abnormal activity within river basins. Such information should not first arrive in Kathmandu and only later be passed down to the districts. Nepal needs a multi-layered warning system capable of transmitting the same alert simultaneously to Rasuwa, Nuwakot, Dhading and other potentially vulnerable downstream areas.

If mobile alerts, sirens, local radio, security networks and municipality-level emergency information systems can be integrated into a single digital network, even a warning of a few minutes from upstream areas could provide enough time to move thousands of people to safer ground.

An uncomfortable question must also be asked: why is the success of our disaster management so often measured by how many helicopters were flown, how many security personnel were deployed and how much relief was distributed after the disaster had already struck?

Helicopters are necessary. The courageous mobilization of the Army, police, Armed Police Force, medical workers and rescue personnel is indispensable. But the true measure of modern disaster management lies not only in rescue operations, but in “how much the need for rescue could have been reduced in the first place.” Evacuating a community half an hour earlier can be more effective than deploying dozens of helicopters afterward. Closing a bridge at the right time can save hundreds of lives. If a school receives a warning five minutes earlier, an entire generation may be protected.

Nepal’s priority, therefore, must shift from “response capacity” to “forecasting and preparedness capacity.”

The Rasuwa disaster has also exposed another sensitive dimension of the border region. Gyirong-Rasuwagadhi is not merely a border crossing. It is an important hub for Nepal-China trade, tourism, the Kailash Mansarovar route, supply chains and the future architecture of trans-Himalayan connectivity. A major natural disaster in this corridor can simultaneously affect human security, bilateral trade, customs operations, transportation, energy and wider economic activity. Border infrastructure can therefore no longer be treated merely as an engineering question involving roads and bridges. “Disaster resilience” must become a mandatory standard for every major cross-border infrastructure project.

Where should a new bridge be built? What is the historical maximum river discharge? How high above the river should a road be constructed? Where should the emergency exits of a hydropower project be located? What should be the alternative route for communications? What backup systems are needed so that the collapse of a single tower, power line or road does not cut an entire district off from the outside world? These are not merely questions for development ministries. They are questions of national security policy.

Following this disaster, Nepal should also consider proposing a joint scientific study with China. The purpose should not be to assign blame. It should be to establish the actual cause of the disaster, understand the behavior of the river system, map potential risk zones and increase the amount of warning time available in future emergencies. A joint team of Nepali and Chinese geologists, hydrologists, meteorologists, glaciologists and disaster experts could study the Bhotekoshi-Gyirong watershed as a shared scientific system.

Nepal must raise this issue with both sensitivity and confidence. Seeking cooperation from China is not a sign of weakness. Requesting timely hydrological information from a country located upstream is a normal and necessary practice in the national interest. Likewise, downstream data available to Nepal may also be useful to China. Genuine cooperation is not one-way assistance; it is the mutual sharing of useful information and capabilities.

The expectation of a “protective role” should therefore also be understood in the proper sense. In a crisis, generous assistance, rescue capacity, medical supplies, technical support and timely information from a larger neighbor are both necessary and welcome. China’s capabilities should be used where possible to help protect lives in Nepal, but Nepal must simultaneously make substantial investments in its own meteorological systems, river monitoring, geological research, helicopter rescue capability, digital early-warning networks and local disaster-response capacity.

That balance is the foundation of a mature Nepal-China relationship.

Another major danger during disasters is information disorder. Before the cause of an event has been established, social media may be flooded with claims that a glacial lake has burst, a dam has collapsed, another massive flood is approaching, or that some side has withheld information. If the government remains silent, rumors fill the vacuum. Nepal should establish a single official information center for every major disaster, issuing verified updates at regular intervals on deaths, people unaccounted for, rescue operations, river conditions, roads, weather and potential risks. When truth arrives slowly, misinformation begins to govern quickly.

The Rasuwa disaster is a moment of grief. But if grief is confined only to emotion, we will fail both the dead and the survivors. Every major disaster should produce a national reform. After the 2015 earthquake, Nepal should have developed a far more serious national debate on building safety. After the Melamchi floods, major reforms should have followed in the management of Himalayan river risks. After Rasuwa, the institutional response must be the establishment of a cross-border Himalayan disaster early-warning system.

Nepal should formally place a proposal before China: begin with Gyirong-Rasuwagadhi, and then expand it across the entire Nepal-China border region. Establish real-time information sharing, joint scientific monitoring, annual disaster-response exercises, cross-border rescue contact points, alternative communication systems and automated warning networks for high-risk rivers.

Such a system would not benefit Nepal alone. It would also serve China. The Himalayas are a shared geography. The risks are shared as well. A disaster originating in one country can quickly become a humanitarian, economic and infrastructure-security challenge for the other.

Rasuwa has taught us a lesson at a terrible cost: natural disasters cannot always be prevented, but they can be prevented from becoming human catastrophes.

The question now is not when the next flood will come. The question is whether, when it comes, we will once again be taken by surprise or whether we will already be prepared.

Nepal and China must begin preparing that answer today.

About the Author: Prem Sagar Poudel is a senior journalist and international relations analyst from Nepal.
