China and Kyrgyzstan have signed a landmark treaty on permanent good-neighborliness, friendship and cooperation, giving a stronger long-term strategic foundation to bilateral relations while expanding cooperation across politics, transport, trade, the digital economy, energy and technology.<\/p>\n

The agreement was signed following talks between Chinese President Xi Jinping and Kyrgyz President Sadyr Japarov in Bishkek on Monday. The two leaders also adopted a joint statement on advancing the China-Kyrgyzstan comprehensive strategic partnership in the new era.<\/p>\n

Xi said the two countries should better align their development strategies, deepen exchanges of governance experience and ensure that the benefits of practical cooperation are delivered more directly to their people.<\/p>\n

He called for substantive progress in building a China-Kyrgyzstan community with a shared future based on good-neighborliness, mutual trust and common development.<\/p>\n

According to Xi, bilateral relations have advanced rapidly in recent years under the strategic guidance of the two presidents, with cooperation expanding across trade, infrastructure, energy, technology and people-to-people exchanges.<\/p>\n

A major focus of the talks was the China-Kyrgyzstan-Uzbekistan railway.<\/p>\n

Xi described the railway as a major transportation artery carrying the development aspirations of people across the region and called for its high-quality construction.<\/p>\n

President Japarov said Kyrgyzstan is ready to actively advance the project and expressed hope that the railway would become a \u201cSteel Silk Road\u201d for the new era and a new bridge of friendship between China and Kyrgyzstan.<\/p>\n

The China-Kyrgyzstan-Uzbekistan railway is one of the flagship projects of the Belt and Road Initiative. Construction was formally launched at the end of 2024, while full-scale work on the Kyrgyz section began in June 2025.<\/p>\n

The route will begin in Kashgar in China\u2019s Xinjiang Uyghur Autonomous Region, cross the mountainous territory of Kyrgyzstan and continue into Uzbekistan.<\/p>\n

The project is expected to establish a new overland transport corridor between China and Central Asia, while giving landlocked Central Asian countries improved access to broader international trade routes.<\/p>\n

All temporary access roads and power supply facilities along the Kyrgyz section have already been completed and put into operation.<\/p>\n

Construction has begun on 26 of the 29 planned tunnels, with one already holed through. Work has also started on 40 of the 50 planned bridges and 83 of the 107 subgrade sections.<\/p>\n

The railway is expected to help transform Central Asia\u2019s geographic constraints into connectivity advantages. Its long-term economic value for Kyrgyzstan is likely to depend on how effectively it is integrated with domestic roads, logistics hubs, industrial zones and processing industries.<\/p>\n

The project could also support job creation, vocational training, industrial development and wider regional economic growth.<\/p>\n

China and Kyrgyzstan have also agreed to expand cooperation beyond traditional infrastructure and trade into new sectors including digital commerce, cross-border e-commerce, renewable energy, green minerals and artificial intelligence.<\/p>\n

Xi called for effective implementation of the intergovernmental economic and trade cooperation plan, diversification of traded products and development of new engines of bilateral growth.<\/p>\n

More than 30 bilateral documents were signed during Xi\u2019s visit, covering foreign policy, border cooperation, railway transport, e-commerce, customs, media, agriculture, science, culture and human resources development.<\/p>\n

The two countries also agreed to deepen cooperation in renewable energy, resource recycling, green minerals and joint Belt and Road laboratories, with science and technology increasingly being positioned as new pillars of bilateral economic cooperation.<\/p>\n

Security cooperation also featured prominently in the talks.<\/p>\n

China and Kyrgyzstan agreed to strengthen coordination against terrorism, separatism, extremism, drug trafficking and transnational crime, while expanding cooperation through multilateral platforms including the United Nations, the Shanghai Cooperation Organisation and the China-Central Asia mechanism.<\/p>\n

Xi\u2019s state visit comes as Kyrgyzstan marks the 35th anniversary of its independence.<\/p>\n

Japarov described China as a close neighbor and reliable partner and said the new treaty would open broader prospects for the long-term development of bilateral relations.<\/p>\n

The treaty on permanent good-neighborliness, friendship and cooperation provides a legal and institutional basis for sustained political trust between the two countries.<\/p>\n

Together with the accelerating railway project and expanding cooperation in technology, digital trade and green development, the agreement signals that China-Kyrgyzstan relations are evolving from an infrastructure- and trade-focused partnership into a broader and more diversified strategic relationship.<\/p>\n
