When such disasters occur, a natural question arises: with modern science and technology, why can they not always be known in advance? The answer lies in the fact that weather, floods, landslides and earthquakes are driven by different physical processes and must be monitored differently.<\/p>\n<p>The Department of Hydrology and Meteorology is responsible for weather, rainfall and flood forecasting and monitoring. Earthquakes are monitored by the National Earthquake Monitoring and Research Center under the Department of Mines and Geology. Weather and floods can often be forecast in advance, landslide risk can be estimated, but no technology in the world can reliably predict the exact day, time and location of an earthquake.<\/p>\n<h3>How Is Weather Forecast?<\/h3>\n<p>Automatic weather stations measure temperature, rainfall, humidity, air pressure, wind speed and direction. Weather radar tracks rainfall inside clouds, including its intensity and movement, while satellites observe cloud systems, moisture and large-scale atmospheric conditions.<\/p>\n<p>These observations are fed into numerical weather prediction models. Nepal uses both global and regional forecasting models. Meteorologists then compare radar, satellite, ground-station data and different computer-model outputs before issuing a final forecast.<\/p>\n<p>Nepal\u2019s complex Himalayan terrain, however, makes highly localized forecasting difficult. Heavy rain may occur in one valley while a nearby area receives only moderate rainfall.<\/p>\n<h3>How Are Floods Forecast?<\/h3>\n<p>Flood forecasting mainly depends on rainfall and river levels. Automatic monitoring stations continuously measure water levels and river flow.<\/p>\n<p>Observed rainfall, current river conditions and predicted precipitation are combined in hydrological models to estimate how rivers may behave several hours or days later.<\/p>\n<p>Large rivers often provide some warning time because water takes time to travel downstream. In small mountain streams, however, flash floods caused by intense local rainfall can develop within minutes or hours, making them much harder to predict.<\/p>\n<h3>Why Are Landslides More Difficult?<\/h3>\n<p>Rainfall alone does not determine whether a landslide will occur. Slope angle, soil and rock structure, groundwater, previous landslides, deforestation, road cutting, earthquake-weakened terrain and accumulated rainfall all matter.<\/p>\n<p>Authorities can warn that an area faces elevated landslide risk after intense rainfall, but science cannot reliably determine exactly which section of a mountain will collapse at a specific time.<\/p>\n<p>Modern systems combine rainfall intensity, soil moisture, geology, satellite imagery, ground movement and historical landslide records to produce risk assessments. Nepal is expanding such capabilities, but many vulnerable areas still lack sufficient sensors and real-time monitoring.<\/p>\n<h3>High-Altitude Disasters Are Even More Complex<\/h3>\n<p>Glacial lake outburst floods, glacier collapses and ice-rock avalanches are different from ordinary floods and can occur very suddenly.<\/p>\n<p>Monitoring such hazards requires satellites, radar, GPS, seismic sensors, time-lapse cameras, glacial lake level monitoring and real-time high-altitude observation.<\/p>\n<p>Nepal\u2019s Himalayan region is vast and difficult to access, and such monitoring networks are not yet available across all high-risk areas.<\/p>\n<h3>Why Can Earthquakes Not Be Predicted?<\/h3>\n<p>There is still no scientifically reliable method to determine the exact date and time of an earthquake before it begins.<\/p>\n<p>Once an earthquake starts, however, seismometers can detect seismic waves immediately. By comparing the arrival times of these waves at different stations, scientists can determine the epicentre, depth and magnitude.<\/p>\n<p>Earthquake Early Warning is different from earthquake prediction. An early-warning system detects the faster P-wave after an earthquake has already begun and may provide a few seconds of warning before more damaging waves reach distant areas.<\/p>\n<p>Countries such as Japan, China, Mexico and parts of the United States use such systems. Nepal\u2019s current capability is focused mainly on rapidly determining the location and magnitude of an earthquake after it occurs.<\/p>\n<h3>How Reliable Is Nepal\u2019s Technology?<\/h3>\n<p>Nepal\u2019s weather and flood forecasting capacity has improved significantly. Automatic weather stations, radar, satellites, river-monitoring systems and computer models can now provide useful guidance on major weather patterns and flood risks in larger rivers.<\/p>\n<p>Greater uncertainty remains with highly localized extreme rainfall, flash floods, landslides, glacial lake outbursts and sudden ice-rock avalanches.<\/p>\n<p>Part of the problem is technological limitation, but Nepal\u2019s exceptionally complex Himalayan geography is also a major scientific challenge.<\/p>\n<h3>What Should Nepal Do Next?<\/h3>\n<p>Nepal needs more sensors in high-altitude areas, better integration of radar and satellite data, expanded real-time monitoring in upper river basins, locally calibrated landslide-warning thresholds, and continuous monitoring of glaciers and glacial lakes.<\/p>\n<p>Real-time information sharing with India and China on rivers, rainfall, glaciers and high-altitude hazards is equally important because natural hazards do not respect political borders.<\/p>\n<p>Issuing a warning alone is not enough. The information must reach communities, people must understand it, and they must know where to go and what to do once an alert is issued.<\/p>\n<p>Science cannot eliminate disasters.
