The House of Representatives has unanimously passed a special motion on the Bhote Koshi disaster. The prime minister has briefed parliament in detail on search and rescue operations, relief, management of unidentified bodies, international assistance, infrastructure restoration and reconstruction. Leaders from both the ruling and opposition sides have also proposed special mechanisms, parliamentary oversight, scientific studies and stronger international cooperation. Building a common parliamentary voice during a national disaster is positive. The more important question now, however, is not what was said in parliament, but how quickly those commitments are implemented.<\/p>\n

Nepal has repeatedly displayed the same weakness in disaster management. The state becomes active after a major event, meetings are held, relief is announced, committees are formed and reconstruction commitments are made. As time passes, priorities shift and the institutional lessons that should have been learned remain incomplete. The scale of the Bhote Koshi disaster is too great to allow it to disappear into routine administrative procedures. Searching for the missing, treating the injured and ensuring safe shelter for displaced families are immediate priorities. But rehabilitation, reconstruction, scientific risk assessment and future early-warning systems must also be brought together within one coherent national plan.<\/p>\n

The prime minister\u2019s decision to provide parliament with detailed figures is a positive exercise in democratic accountability. Such reporting should not be limited to a single address. Disaster management is a prolonged process. Parliament and the public should receive regular updates on the number of missing people, identification of bodies, displaced families, relief expenditure, international assistance, restoration of roads and bridges, and the condition of damaged hydropower projects. If the state cannot maintain one authoritative data system, conflicting figures from different agencies will create confusion and weaken public trust.<\/p>\n

As the country moves from emergency relief toward reconstruction, financial transparency will become even more important. Billions of rupees in government funds, assistance from friendly countries, commitments from development partners and contributions from the private sector must be tracked clearly. The public should know where the money is going, how it is being spent and according to what priorities. Reconstruction must not become another cycle of contract distribution. If roads, bridges, hydropower facilities and settlements are rebuilt in the same vulnerable locations using the same assumptions, today\u2019s expenditure could simply prepare the ground for tomorrow\u2019s losses. Safe locations, scientific design and future risk must be the first principles of reconstruction.<\/p>\n

The latest Chinese scientific study on the Bhote Koshi disaster has opened another important avenue for understanding what happened. Its conclusion that the initial ice-rock avalanche accumulated additional material while moving downstream and transformed into a far larger destructive flow makes clear that Himalayan disasters cannot be assessed only at their source. Nepal should not treat such research merely as a news item. Universities, geologists, meteorologists, disaster-management institutions and international partners should be brought together for detailed independent and joint research. Scientific findings have little value if they are not translated into public policy.<\/p>\n

The disaster has also demonstrated the urgent need for stronger cross-border early-warning arrangements. Glaciers, glacial lakes, rivers and mountains do not respect political boundaries. Nepal and China should develop a permanent system for real-time exchange of meteorological, hydrological, glacial, seismic and satellite information. When abnormal activity is detected, warnings should not move slowly through layers of ministries before reaching the districts. They should reach local administrations, security agencies and vulnerable communities simultaneously. In a Himalayan disaster, even a few minutes of warning can become the difference between life and death.<\/p>\n

By unanimously passing the special motion, parliament has already expressed a shared political will. The government, parliament, provincial and local authorities, the scientific community and civil society must now convert that will into institutional capacity. If this disaster is reduced to memory after a few months, Nepal will have paid an enormous human price without learning enough from it. But if the tragedy leads to more accountable governance, scientific preparedness, transparent reconstruction and an effective cross-border early-warning system, the lessons of this disaster can help protect future generations.<\/p>\n

Nepal does not need more declarations at this stage. It needs a clear timetable, clearly assigned responsibilities and measurable implementation. Parliament has begun its part. The government will now be judged by what it delivers.<\/p>\n
