Nepali Communist Party leader and former Law Minister Dev Prasad Gurung has demanded the immediate dissolution of an organisation called \u201cGreen Army Nepal,\u201d arguing that its name, uniform, organisational structure and activities resemble those of a military organisation.<\/p>\n

In a statement posted on social media, Gurung said activities carried out recently under the name Green Army Nepal appeared to reflect a military-style structure. Although the organisation is said to have been registered with government agencies as a non-governmental organisation working in environmental protection and disaster management, he argued that its name, uniform and overall activities suggest that it has been organised along military lines.<\/p>\n

Referring specifically to Articles 267(1) and 268(1) of the Constitution of Nepal, Gurung said there is no constitutional or legal provision allowing any political party, organisation, group or individual outside the constitutionally established security structure to form and operate an army.<\/p>\n

He argued that if government agencies granted approval for the formation or operation of such an organisation contrary to those constitutional provisions, the approval itself appears to be unconstitutional. He therefore demanded that the concerned government authorities revoke any approval granted to Green Army Nepal and immediately dissolve the organisation, including its military-style name, uniform and organisational features.<\/p>\n

Gurung said that although environmental protection and disaster management have been cited as the organisation\u2019s objectives, the overall character of the organisation gives the appearance of a military structure and therefore should not be treated merely as an ordinary non-governmental organisation.<\/p>\n

He also linked the issue to Nepal\u2019s national sovereignty and security, warning that failure to act in time could carry serious consequences. Gurung expressed concern that, \u201clike TOB, it cannot be ruled out that it could become another armed group serving as an instrument of conspiracies by external power centres and eventually be used against Nepal\u2019s national sovereignty.\u201d<\/p>\n

According to Gurung, when the Constitution has clearly defined the country\u2019s military and security structures, allowing a non-governmental organisation to develop a military-style name, uniform, structure or activities raises a serious constitutional and national security concern.<\/p>\n
