At first glance, the scene of Rohingya refugees residing in Nepal handing over rice, drinking water, blankets, and tarpaulins to the flood affected victims in Nuwakot appears to be a beautiful portrait of humanitarian solidarity. However, within this relief bag lies not merely a diplomatic message, but an entirely new chapter in the Western conspiracy to systematically fragment Nepali sovereignty. To suddenly thrust a community burdened with statelessness, displacement, and the anguish of an uncertain future into the role of relief providers is no spontaneous act of humanitarian generosity. It is a calculated and methodical step designed to lay the foundation for their social legitimacy, local access, and ultimately, policy influence within Nepali society. This is a subtle yet profoundly dangerous manifestation of a Western strategy that seeks to weaken a country as economically fragile and politically volatile as Nepal by burdening it with refugees, and then expanding influence by infiltrating society through those very refugees.<\/p>\n

The entry of Rohingya refugees into Nepal is not merely a natural consequence of a humanitarian crisis. As early as 2021, the Nepal Police had already exposed a ring that lured Rohingyas into Nepal with the promise of eventual resettlement in the United States of America. The fact that Rohingyas from Bangladeshi refugee camps were enticed with the promise of “identity cards to go to America via Nepal and monthly allowances,” and were smuggled into Nepal via India for two hundred fifty thousand takas, which is the Bangladeshi currency, per person, demonstrates that this is not accidental migration but an organized chain of human trafficking. Rather than curbing this trafficking network, the persistent activities aimed at embedding these refugees into Nepali society are a clear indication that this is no coincidence, but a game orchestrated at someone’s bidding.<\/p>\n

The answer to the question of whose bidding this game is being played upon lies in the active operations of Western intelligence agencies. Rohingya refugees are being instrumentalized as a critical component of the Indo-Pacific Strategy under American geostrategy, a strategy designed to encircle China. Nepal’s open border, weak security apparatus, and ambiguous refugee policies have facilitated this strategy. In this process, the Rohingyas are currently being deployed in relief distribution to win the sympathy and trust of Nepali society, expand their access to local levels, and ultimately build long-term policy influence and social legitimacy. This is precisely what Joseph Nye defined as soft power, which means influence achieved through attraction rather than coercion. However, here this soft power is being wielded not by a state, but through a stateless community, and its control rests in the hands of Western intelligence agencies.<\/p>\n

The legal vacuum in Nepal’s refugee policy has further facilitated this conspiracy. Nepal is not a signatory to the 1951 Refugee Convention or its 1967 Protocol. This means Nepal lacks a clear legal framework for refugee management. Exploiting this legal void, international agencies like the United Nations High Commissioner for Refugees have been advancing their own agendas. Nepal’s governmental role has been increasingly reduced to that of a monitor for the United Nations High Commissioner for Refugees, even as that body itself has long been accused of operating under the influence of Western powers. Nepal’s decision to remain neutral during the 2019 United Nations General Assembly resolution against Myanmar on the Rohingya issue was also a result of this diplomatic pressure. Yet it also exposed Nepal’s failure to articulate a clear stance of its own on the Rohingya question.<\/p>\n

The role of non-governmental organizations and international non-governmental organizations is equally suspect. Organizations like the Prism project, the Sajha Safai Jagaran, Green Shift Nepal, and the Women in Informal Employment Globalizing and Organizing have been organizing Rohingyas under the guise of waste workers, normalizing their presence in Nepali society in the name of social security and workers’ rights. While the work of these organizations appears humanitarian, they are having long-term impacts on Nepal’s labor market, social fabric, and ultimately its security landscape. To organize a community living in deprivation, deploy them in relief distribution, and then broadcast that through the media is a dangerous branding strategy, one that not only improves the image of the refugee community but also seeks to redefine Nepali society’s perception of stateless groups.<\/p>\n

Intelligence reports from India have revealed that Rohingyas are receiving funding from jihadi groups and that organizations like the Islamic Union of Nepal have been providing them support. This demonstrates that the Rohingya refugee issue is not merely humanitarian but also intertwined with terrorism and security concerns. The fact that the Inspector General of Nepal Police himself testified before a parliamentary committee that certain activities of Rohingya, Pakistani, and Somali refugees are security sensitive, and that communal tensions have emerged in districts across the Terai, signals that this problem is spiraling beyond control. Yet the government’s attention remains focused on symptoms rather than the root cause, which has only emboldened the conspirators further.<\/p>\n

This process of fragmenting Nepal’s sovereignty is advancing in phases. The first phase involves refugee entry exploiting open borders and weak policies. The second phase involves organization and social services through international agencies and non-governmental organizations. The third phase expands sympathy and access within local society. And the fourth phase demands policy influence and permanent settlement. The relief distribution in Nuwakot is a clear example of the third phase of this sequence.<\/p>\n

The path to a solution lies in Nepal making policy decisions centered on its national interest and sovereignty. The urgent need today is to establish an integrated national refugee registry under the Ministry of Home Affairs, craft a distinct domestic law without acceding to the Refugee Convention, ensure transparency in the activities of international organizations, and most critically, maintain the state’s leadership in disaster management. It is imperative to remain vigilant toward any institution or community that delivers relief before the state, and to clearly define the state’s role. Otherwise, the future balance sheet of Nepal’s sovereignty may be hidden within the bags of rice given by Rohingya hands, a price we may have to pay dearly in the days to come. The question of national freedom and sovereignty must transcend humanitarian sentiment and become a serious subject of policy and security.<\/p>\n
