Chinese Vice Premier Ding Xuexiang has called for accelerating the development of a high-quality textbook system with Chinese characteristics as schools across China begin a new academic semester.<\/p>\n

Ding, who is also a member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee, made the remarks on Tuesday at a national conference on textbook work held in Beijing.<\/p>\n

He said education should be fully understood in terms of its political, people-centered and strategic nature, and called for stronger efforts to improve textbook development with a heightened sense of political responsibility and historical mission.<\/p>\n

According to Ding, China should speed up the establishment of a high-quality textbook system with Chinese characteristics to provide stronger support for the country\u2019s goal of becoming a leading nation in education.<\/p>\n

He stressed the importance of maintaining the correct political direction and value orientation in textbooks and ensuring that the Party\u2019s educational policies are implemented throughout all stages of textbook development.<\/p>\n

Ding also called for greater emphasis on fostering virtue through education and further incorporating the Party\u2019s innovative theories into curricula and teaching materials.<\/p>\n

He said textbook development should better reflect the requirements of the times and urged faster progress in building a Chinese intellectual system and an original textbook system in philosophy and social sciences.<\/p>\n

The vice premier also emphasized stricter management of textbook compilation, review, publication and distribution, along with more standardized procedures for their selection and use.<\/p>\n

The conference was held as the new school year got underway across China. Primary and secondary schools and universities in many parts of the country have welcomed students back following the summer vacation.<\/p>\n

In 2025, China had 440,700 schools of all levels and types, with more than 280.4 million students enrolled in various education programs, highlighting the vast scale of the country\u2019s textbook development and management system.<\/p>\n

China has been strengthening textbook development and management for several years. The State Council established a national textbook committee in 2017, and all 31 provincial-level regions on the Chinese mainland later set up corresponding leading bodies for textbook work.<\/p>\n

The importance of strengthening the development and management of teaching materials was also included in the report to the 20th CPC National Congress in 2022.<\/p>\n

The policy was further reinforced in 2026 when the State Council issued the 15th Five-Year Plan for education development. The plan called for fully implementing the state\u2019s responsibility for textbook development and comprehensively advancing the creation of a high-quality textbook system with Chinese characteristics.<\/p>\n
