The country may possess strategically important mineral resources, yet it still lacks a clear national framework defining their scale, commercial value, security implications, ownership and long-term use. In that vacuum, foreign interest, political allegations, unofficial reports and geopolitical suspicions multiply. Nepal\u2019s first vulnerability, therefore, is not the ambition of any external power but its own institutional unpreparedness.<\/p>\n<p>Pax Silica is a real US-led economic and technological security initiative centred on artificial intelligence, semiconductors, critical minerals, energy, advanced manufacturing and secure supply chains. India has joined it, while China continues to dominate important segments of rare-earth processing and permanent-magnet production. Strategic minerals can no longer be treated as a narrow geological matter. They now sit at the intersection of foreign policy, national security, industrial policy, energy, technology and diplomacy.<\/p>\n<p>Studies have identified radioactive anomalies and indications of uranium mineralisation in Mustang. But preliminary geological indications must not be transformed into claims of a vast proven commercial reserve. The actual value of a deposit can be established only after determining ore grade, volume, depth, extraction costs, processing requirements, environmental risks and commercial feasibility. Nepal must first strengthen this scientific foundation. When reliable knowledge is weak, speculation becomes powerful and policy becomes vulnerable.<\/p>\n<p>Mustang\u2019s history provides a warning. During the Cold War, Tibetan Khampa resistance activities supported by the US Central Intelligence Agency operated from Nepali territory. In 1974, Nepal eventually had to use its own security apparatus to end that chapter. Today\u2019s competition is different. The struggle now involves data, artificial intelligence, chips, energy, critical minerals and supply chains as much as weapons. Yet the central historical lesson remains unchanged: when sensitive Nepali territory becomes a platform for external strategic competition, Nepal ultimately bears the cost.<\/p>\n<p>This is why questions surrounding a purported \u201cMustang Special Zone,\u201d foreign technical access, data monitoring, uranium processing or secret understandings cannot be dismissed with vague denials. If no such agreements exist, the government should provide clear documentary explanations. If preliminary discussions, study permits or understandings do exist, their legal status and limits should be disclosed. Ambiguity itself becomes a national-security problem in strategically sensitive matters. At the same time, the media must not turn unverified allegations into established facts. Government opacity and media exaggeration are equally damaging.<\/p>\n<p>Nepal should take immediate action on three fronts. First, it must conduct scientific mapping and independent verification of strategic minerals across the country. Second, it should establish a unified approval system for foreign research, geological sampling and the transfer of mineral data. Third, all projects in sensitive border regions such as Mustang should undergo an integrated review covering national security, environmental consequences and local community interests. These measures should begin before the next controversy, not after it.<\/p>\n<p>In the medium term, Nepal needs a dedicated legal and institutional framework for strategic minerals. The country must define which minerals are of national importance, how much foreign ownership will be permitted, whether processing should take place domestically, how exports will be regulated, who owns geological data and what level of parliamentary or constitutional oversight should apply. In the long term, Nepal must move beyond exporting raw materials and build domestic capacity in processing, research and value addition.<\/p>\n<p>Local communities must be placed at the centre of this policy. People living in Mustang, Humla and other potential mineral regions are not spectators. They will bear the consequences for land, water, grazing areas, culture, the environment and local economies. Benefit-sharing, environmental safeguards, employment, rehabilitation and meaningful local participation must therefore be guaranteed from the beginning.<\/p>\n<p>International experience offers important lessons. Bolivia sought to retain national control over lithium, but technological, financial and implementation constraints slowed its ambitions. The Democratic Republic of Congo shows that vast cobalt resources do not automatically produce national prosperity when much of the value chain is controlled elsewhere. Mongolia has generated substantial mining revenue but continues to face difficult debates over foreign investment, ownership and the state\u2019s share. The lesson for Nepal is clear: possessing resources is not enough; the decisive question is whether the state can govern them competently.<\/p>\n<p>Nepal should not build its mineral policy by treating the United States, China or India as either adversaries or protectors. A foreign proposal should be judged not by the flag behind it but by its terms. Will technology be transferred? Who will retain ownership? Where will processing occur? How much will local communities benefit? Who will control the data? Where will foreign technical or security access begin and end? These are the questions that should define national policy.<\/p>\n<p>The greatest danger facing Nepal today is not Pax Silica itself. It is inadequate knowledge of its own geology, weak institutions, opaque decision-making and a political culture that reacts only after external powers have already shaped the agenda. Strategic minerals may become assets of the future, but under poor governance the same resources can become geopolitical liabilities.<\/p>\n<p>Nepal must now learn to treat its geology not merely as a potential source of wealth, but as a matter of sovereignty, security and responsibility to future generations. The question is no longer only where the minerals lie.
