Details concerning U.S. assistance programmes, youth leadership training, public-opinion surveys and political networks linked to Nepal\u2019s recent political transformation have now moved to the centre of public debate. Documents published by The Grayzone, together with records from American institutions themselves, have raised serious questions. Those questions cannot be answered either through anti-American slogans or by dismissing everything as conspiracy. The state must now provide an institutional and transparent answer to how deeply foreign investment has entered Nepal\u2019s political process, leadership development and public opinion.<\/p>\n

Cooperation among democratic countries in areas such as political institutions, elections, parliament, leadership capacity and civic participation is not unusual. Nepal can learn from the knowledge, technology and experience of the United States, China, India, Europe or other partners. The problem begins when the boundary of such cooperation becomes unclear. Providing technology to the Election Commission is not the same as identifying potential political leaders. Strengthening parliament is also not the same as investing in the political messaging, public outreach, campaigning or network-building of emerging leaders.<\/p>\n

It is a matter of public record that U.S. assistance structures have worked for years with Nepal\u2019s political parties, parliament, electoral system and young leadership. Public statements by American officials have also described Nepal\u2019s recent changes in terms such as a \u201cyouth movement,\u201d \u201cstrategic importance\u201d and an opportunity to use democracy assistance. These facts do not automatically prove that any individual or party acted under foreign direction. But the conclusion that there is no relationship at all between assistance, political capacity-building and U.S. strategic interests is no longer convincing.<\/p>\n

For this reason, what is needed now is not accusation against individuals, but transparency about the system. If any political leader, party, candidate or influential civic group has received training, travel support, grants, opinion research, communications assistance or leadership mentoring from a foreign government or an institution financed by it, why should that information not be public? If the objective is to strengthen democracy, transparency will not weaken such cooperation; it will make it more credible.<\/p>\n

Nepal must not apply one standard to the United States and another to China or India. If China takes political-party leaders for training, the details should be public. If India exercises influence through political networks, that too should be reviewed. If Western institutions, Russia, Israel or any other power invests in political parties, civil society, media or emerging leadership, the purpose, amount and beneficiaries should be known to the public. Selective nationalism is not the defence of sovereignty.<\/p>\n

There is another danger in this debate: sensationalism. Treating unverified documents as final truth, declaring someone an agent simply because their name appears in a foreign programme, or using false social-media material as evidence is not responsible practice. But it is equally wrong to dismiss verified public records merely because of the ideological orientation of the media outlet reporting them. Documents must be answered with documents, facts with facts and allegations with transparency.<\/p>\n

Parliament now needs to establish a clear legal framework governing foreign political assistance. Political parties, candidates, lawmakers, ministers and senior officeholders should be required to disclose political training, grants, travel, consultancy, opinion-polling support and networking assistance received from foreign governments or institutions financed by them. The Election Commission should maintain records not only of campaign expenditure but also of foreign-backed political capacity-building before elections. The Ministry of Foreign Affairs should clearly distinguish between development assistance and programmes related to political influence-building.<\/p>\n

Nepal cannot isolate itself from great-power competition, but neither is it destined to become its laboratory. The United States pursues its interests, China pursues its own, India does the same, and every other power arrives with its own strategy. The mistake is not that they have strategies. The mistake is that Nepal has failed to establish a clear policy on political security, leadership development and foreign influence.<\/p>\n

Democracy is not sovereign only on election day. National ownership is also required in the process through which political alternatives emerge, leadership is prepared, public opinion is measured and networks of influence are built. Foreign assistance is welcome, friendship is necessary and international experience is useful. But the political key to Nepal must remain in the hands of the Nepali people.<\/p>\n
