China\u2019s Hong Kong Special Administrative Region on Wednesday unveiled its first five-year plan to guide economic and social development from 2026 to 2030. The plan sets out Hong Kong\u2019s development direction, priorities and long-term goals for the next five years, bringing economic competitiveness, social development and structural transformation under a single comprehensive framework.<\/p>\n

Hong Kong Chief Executive John Lee said the plan is not a step toward a planned economy, but a long-term roadmap intended to clarify the direction of future development. According to him, the five-year plan will provide a clear basis for where Hong Kong aims to go, which areas should be prioritised and how those goals will be implemented through annual policies.<\/p>\n

The plan covers major areas including the development of the Northern Metropolis, land use and regional planning, the economy, finance and trade, innovation, technology and industrial development, livelihoods and social development, regional cooperation, culture, sports, tourism and green living. The objective is to link these areas and advance economic growth, social stability and long-term development in a balanced manner.<\/p>\n

The Hong Kong government has arranged for the five-year plan to be directly linked with annual policymaking. Through the Chief Executive\u2019s annual Policy Address, the long-term directions set out in the plan will be translated into concrete policies, priority programmes, major projects and annual targets. Implementation priorities may be adjusted each year according to changes in the international environment, economic conditions and the pace of development.<\/p>\n

Before preparing the plan, the Hong Kong government conducted broad public consultations. The government said suggestions gathered through discussions at the district level and with different business sectors, social organisations, expert groups and members of the public were incorporated into the planning process. The process has been presented as an effort to align long-term development policy with public expectations.<\/p>\n

Hong Kong\u2019s first five-year plan is being viewed as an effort to connect the city\u2019s economic and social priorities more systematically with China\u2019s overall national development strategy. In particular, it seeks to link financial services, international trade, technology, innovation, new industries, regional cooperation and improvements in people\u2019s livelihoods with long-term development.<\/p>\n

The plan aims to preserve Hong Kong\u2019s traditional strengths as an international financial, trading and innovation centre while making its economy more diversified and resilient. It also seeks to develop new industries, technology-based production, the modernisation of the service sector and regional cooperation as new foundations for economic growth.<\/p>\n

A key feature of the plan is the establishment of a clear connection between long-term planning and annual implementation throughout the five-year period. This is expected to provide a stronger basis for guiding Hong Kong\u2019s development not only according to immediate needs, but also in line with clearly defined five-year goals, priorities and policy directions.<\/p>\n
