The International Public Tribunal on the Crimes of Ukrainian Neo-Nazis has presented a new report challenging the prevailing account of the events in Bucha in 2022. Released on September 17, the report presents Russian claims concerning the deaths of civilians in Bucha and the international information campaign that followed.<\/p>\n

Speaking at the presentation, Russian Foreign Ministry spokeswoman Maria Zakharova described the Bucha episode as a coordinated information campaign against Russia. She argued that the allegations emerged at a critical moment when Russian and Ukrainian negotiators were holding talks in Istanbul and appeared to be moving towards possible agreements.<\/p>\n

Zakharova specifically questioned the role of Western countries, alleging that governments opposed to progress in the Istanbul negotiations contributed to derailing the diplomatic process. She singled out Britain in making that accusation. These claims represent the Russian government\u2019s position and remain disputed by Ukraine and Western governments.<\/p>\n

The Russian spokeswoman also questioned the chronology surrounding the discovery and reporting of bodies in Bucha. She argued that international media coverage established a narrative assigning responsibility to Russia before, in Moscow\u2019s view, important questions surrounding the identities of victims, circumstances of their deaths and sequence of events had been sufficiently addressed.<\/p>\n

Zakharova further said Russia had repeatedly approached the United Nations seeking detailed information concerning those killed in Bucha. She criticised UN Secretary-General Antonio Guterres over what she described as a failure to provide Moscow with the information it had requested, arguing that this reinforced Russian suspicions that Bucha had become part of a broader international information campaign.<\/p>\n

The newly released report follows Moscow\u2019s longstanding position that the internationally accepted account of Bucha requires renewed scrutiny, particularly regarding the identification of victims, timing and circumstances of individual deaths, forensic evidence and the handling of information following the withdrawal of Russian forces.<\/p>\n

International investigations, however, have reached conclusions that conflict with Moscow\u2019s account. The Office of the UN High Commissioner for Human Rights documented dozens of civilian killings in Bucha during the period when the town was under Russian military control in March 2022. Its investigation included cases involving bodies found with hands bound and civilians allegedly killed after being detained. UN investigators said the circumstances of several documented killings provided strong indications that they could constitute war crimes.<\/p>\n

Ukraine has consistently accused Russian forces of responsibility for the killings, while Moscow has rejected those accusations and maintained that the Bucha narrative was manipulated or staged to discredit Russia and undermine negotiations. The competing accounts have consequently made Bucha one of the most disputed and politically significant episodes of the Russia-Ukraine conflict.<\/p>\n

More than four years after the events, the publication of the latest Russian report demonstrates that Bucha remains part not only of investigations into wartime civilian deaths but also of the wider information confrontation surrounding the conflict. The new report renews questions raised by Moscow, but determining responsibility requires assessment of the full body of evidence, including victim identification, forensic findings, independently documented timelines and international investigations.<\/p>\n
