Presented against the backdrop of the devastating floods and landslides that struck the Nepal\u2013China border region on August 26, his perspective underscores that protecting the Himalayan ecosystem is a shared necessity for both countries. It also highlights an important opportunity to translate climate diplomacy into practical cooperation.<\/p>\n

The central message of Ambassador Zhang\u2019s article is that protecting the planet is a common responsibility of all nations, although their historical responsibilities, economic capacities, and development needs differ. The principle of common but differentiated responsibilities, which China has consistently supported, is founded on this understanding. The economic progress of developing countries must not be obstructed in the name of combating climate change. The transition toward a green economy must advance as a just and inclusive process that ensures equitable access to technology. He also engaged directly with institutions such as the International Centre for Integrated Mountain Development (ICIMOD) and the National Disaster Risk Reduction and Management Authority (NDRRMA) to develop a framework for long-term cooperation.<\/p>\n

On September 11, he met ICIMOD Director General Pema Gyamtsho to discuss expanding cooperation on climate change, Himalayan disasters, and reconstruction. Subsequently, on September 17, at a roundtable on high-mountain multi-hazard disaster risks organised by ICIMOD and Nepal\u2019s NDRRMA, he expressed China\u2019s commitment to strengthening cooperation in cross-border joint monitoring, early warning systems, emergency coordination, and post-disaster reconstruction. Information was also made public regarding China\u2019s development of the Nepal-adapted \u201cMazu\u201d early warning solution.<\/p>\n

This leadership has helped elevate Nepal\u2013China relations beyond emergency assistance toward institutional partnership. These activities demonstrate the potential to translate diplomatic commitments into institutional cooperation. Nepal\u2019s priorities should now include joint monitoring of glaciers and glacial lakes, the exchange of information on transboundary river flows, identification of vulnerable settlements, early warning systems, and the construction of disaster-resilient infrastructure.<\/p>\n

The participation of Himalayan communities, women, young people, and marginalised groups is essential throughout this process. Integrating local experience with scientific research can make risk identification and disaster preparedness more effective.<\/p>\n

Nepal\u2019s Opportunities in Green Development: A New Era of Cooperation<\/h3>\n

China\u2019s clean energy technologies and industrial experience offer valuable areas for economic cooperation with Nepal. Alongside hydropower generation, cooperation can be expanded in electricity transmission, industrial energy consumption, electric transportation, energy storage, and environmentally sustainable infrastructure development.<\/p>\n

Nepal should prioritise technology transfer, training for its local workforce, financial sustainability, and long-term maintenance in such projects. The real achievement of cooperation should be measured not merely by the number of pieces of equipment received but by the national capacity developed through them.
