At the 81st United Nations General Assembly, Prime Minister Balendra Shah did not present the disaster in the Bhotekoshi and Trishuli regions solely as Nepal\u2019s tragedy. He placed it before the international community as a question of Himalayan security, cross-border cooperation and climate justice. That was the most significant aspect of his address. Alongside the lives lost and infrastructure destroyed, he proposed steps Nepal, India and China could take together to prevent future losses. The Prime Minister deserves recognition for bringing Nepal\u2019s message so clearly to the world stage.<\/p>\n

In my article published on September 9, I argued that Nepal should expand its exchange of hydrological and meteorological information with China and India to include data on glaciers, glacial lakes, rainfall, river flows, geological instability and satellite observations. The central argument was that unusual activity detected upstream in one country could provide a life-saving warning to downstream communities in another. In a second article published on September 22, ahead of the Prime Minister\u2019s General Assembly address, I urged Nepal to make regular scientific dialogue, emergency communication and timely sharing of risk information priorities of its climate diplomacy.<\/p>\n

At the General Assembly, Prime Minister Shah proposed establishing a Himalayan Climate Resilience Mechanism led by Nepal, India and China. He proposed sharing satellite data and expertise, monitoring dangerous glacial lakes, strengthening joint early-warning systems and coordinating cross-border assistance during disasters. I am pleased that the Prime Minister presented an issue I had raised in public debate as a concrete regional proposal at the United Nations. There is no evidence that his proposal was drawn from my articles. That does not diminish the importance of seeing the issue become a national priority.<\/p>\n

Maps divide the Himalaya among three countries, but glaciers, rivers and floods do not recognise political borders. The destruction in the Bhotekoshi region has brought the shared nature of this risk into sharp focus. It is no longer acceptable for one country to hold information about conditions in the mountains while a warning about possible harm fails to reach communities across the border in time. The strength of the Prime Minister\u2019s proposal lies not merely in the name of a new mechanism. It lies in the idea of connecting scientific information to the safety of people across borders.<\/p>\n

In his address, the Prime Minister said that at least 1,400 people had died in the disaster, more than 6,000 remained missing, and physical recovery needs were estimated at about ten percent of Nepal\u2019s gross domestic product. He also thanked China, India, other friendly countries and humanitarian organisations for their immediate assistance. These figures may change as search, identification and assessment continue. To mobilise international support, Nepal must clearly distinguish the human toll, immediate relief needs and long-term reconstruction costs.<\/p>\n

Noting that Nepal accounts for less than 0.1 percent of global greenhouse gas emissions, the Prime Minister called for climate justice to be put into practice. His argument that countries with greater historical emissions and greater capacity to help should bear greater responsibility is fair. At the same time, the extent to which rising temperatures contributed to any particular disaster must be established through scientific research. Careful collection of evidence about the Bhotekoshi event does not weaken the case for climate justice; it makes that case more credible.<\/p>\n

The Prime Minister called for responsibility, reparation and resilience alongside relief, rehabilitation and reconstruction. When a disaster destroys infrastructure in a low-income country, it is unreasonable to require that country to rebuild by taking on heavy new debt. Nepal needs adequate grants, accessible climate finance and support for reducing long-term risks. The international community\u2019s responsibilities are clear, but Nepal\u2019s preparation matters just as much. Without independent damage assessments, projects chosen according to need, transparent spending and public accountability, the resources obtained cannot be used effectively.<\/p>\n

By pointing out that the water, agriculture, ecosystems and livelihoods of nearly two billion people are connected to the Hindu Kush Himalaya, the Prime Minister showed the regional significance of Nepal\u2019s proposal. Investment in monitoring Himalayan risks would benefit not only Nepal but also the safety and food production of downstream communities. Dialogue with China and India should therefore rest on mutual benefit, scientific cooperation and respect for each other\u2019s sovereignty. In this context, the Prime Minister\u2019s message that a shared crisis should not become an instrument of geopolitical competition is especially important.<\/p>\n

The section of his address concerning farmers exposed another imbalance in the global order. The Prime Minister described how farmers struggle to obtain fertiliser on time, road builders face shortages of essential materials, and families have difficulty securing cooking fuel. He contrasted those shortages with the ready supply of materials for war. This was more than a rhetorical device. It showed how ordinary families bear the cost of conflict and disrupted supply chains. Human security, understood as freedom from fear and want, should therefore remain central to the diplomatic voice of countries such as Nepal.<\/p>\n

The Prime Minister also brought the aspirations of Nepal\u2019s younger generation for honesty and accountability to the General Assembly. His commitment to creating dignified jobs, social protection and opportunities to advance at home is significant. Climate risks and the lack of economic opportunity affect young people\u2019s futures at the same time. Safer settlements, durable infrastructure, capable public institutions and early-warning systems that reach communities are essential parts of climate resilience.<\/p>\n

Nepal must now turn the Prime Minister\u2019s proposal from a diplomatic declaration into a plan of action. A three-country dialogue involving the relevant authorities and scientists should establish what information will be shared, by whom, when and through which channels. There must also be regular exercises to test how quickly warnings reach affected local governments and residents. A warning received in a control room cannot save lives if it never reaches the people at risk.<\/p>\n

Likewise, reconstruction must not mean returning to the conditions that made communities vulnerable. The locations and construction standards of riverside settlements, roads, bridges, schools and hydropower projects should be reviewed against changing risks. Decisions should combine scientific assessments with the experience of local communities. International finance and technology can help, but their effect on public safety will depend on Nepal\u2019s own institutional capacity and accountability.<\/p>\n

Prime Minister Shah ended his address with a wish that Lord Pashupatinath bless the world and that humanity follow the path shown by the Buddha. His proposal for Himalayan cooperation is a practical expression of that peaceful outlook. Bringing an issue raised in public debate to the United Nations is a welcome achievement. The real measure of the address\u2019s success will be whether Nepal, India and China turn the proposal into sustained scientific dialogue, reliable early warnings and arrangements that save lives when disaster strikes.<\/p>\n
