The debate over the United Nations cannot be reduced to a simple divide between powerful states and the rest of the world. Although the five permanent members of the Security Council hold veto power, their views on the international order, alliances and reform are not identical. China and Russia, in particular, have opposed Western dominance, the inadequate representation of developing countries and double standards in international decision-making. Their arguments are essential to understanding both the UN\u2019s present difficulties and the possibilities for reform.<\/p>\n

Founded in 1945, the UN has witnessed the emergence of independent states after the end of colonial rule and profound changes in the global economy. Yet permanent membership of the Security Council, which can make binding decisions on international peace and security, remains limited to the same five countries. Africa has no permanent seat. Countries in Asia and Latin America, as well as developing countries more broadly, also argue that the Council does not adequately reflect their growing role. This gap in representation is a central reason for reform.<\/p>\n

In China\u2019s official position, reform should give developing countries, particularly African countries, a stronger voice and greater participation. Beijing has also called for more opportunities for small and medium-sized states to take part in the Council\u2019s decision-making. It maintains that reform should proceed through broad agreement among member states. This approach raises an important question: if seats are added only for a few influential countries, how will representation improve for the many smaller states?<\/p>\n

Africa\u2019s representation is also central to Russia\u2019s position. Moscow supports the bids of India and Brazil for permanent membership and argues that expanding Western representation would not correct the existing imbalance. For Russia, reform should give institutional recognition to changes in the balance of power, particularly the growing role of the Global South. While China and Russia both seek broader representation, their stated priorities are not identical on which countries should receive which kinds of seats.<\/p>\n

Both countries emphasise the UN Charter and the central role of the Security Council. In their view, no single country or alliance should present its own decisions as those of the international community as a whole. Opposition to selective interpretations of international law and to double standards is an important part of their diplomatic position. That position deserves a place in the reform debate if confidence in sovereign equality and multilateral decision-making is to grow.<\/p>\n

The veto remains the most difficult issue. China and Russia hold this power, as do the United States, Britain and France. The ability of any one permanent member to block a substantive resolution creates an inherent inequality. Attributing the entire problem to one or two countries, however, obscures the privilege shared by all five. Each use of the veto should be examined in its own political context and for its effect on efforts to maintain peace.<\/p>\n

The rise of new powers has made reform more complex. China is a major economic and technological power; India\u2019s international role has grown; African countries have strengthened their collective demand for representation; and forums such as BRICS have brought greater attention to the concerns of the Global South. Economic size or population alone, however, cannot be the sole basis for permanent membership. Any new arrangement should also improve regional balance, access for smaller states and the Council\u2019s ability to make decisions.<\/p>\n

The case for addressing Africa\u2019s exclusion is particularly strong. The continent is directly affected by many decisions on conflict, peacekeeping and development, yet has no permanent representation on the Council. China and Russia have drawn attention to this imbalance, and the UN\u2019s reform commitments have recognised it as a historical injustice. The next step is to seek concrete agreement with African countries\u2019 own proposals and priorities at the centre of the discussion.<\/p>\n

When the Security Council is deadlocked, the General Assembly becomes more important. It can express the views of the wider membership, mobilise humanitarian cooperation and debate the use of the veto. Its resolutions, however, do not have the same legal standing as the Council\u2019s binding decisions. Council reform and a more active General Assembly are therefore complementary efforts. A clear understanding of their respective roles can make multilateral diplomacy more effective.<\/p>\n

Dissatisfaction with the UN extends beyond war and the veto. On climate change, debt, development finance, technology and disasters, there is also a gap between those who make decisions and those who bear their consequences. For countries such as Nepal, that gap is tangible. A global institution remains valuable for presenting evidence on Himalayan risks, building cross-border early-warning cooperation and securing finance for recovery and reconstruction. Nepal should work with all partners on the basis of clear evidence and its own priorities.<\/p>\n

The questions China and Russia raise about representation, sovereign equality and double standards are substantive issues in UN reform. Viewing them solely through the language of competition between major powers overlooks the structural imbalance experienced by many countries of the Global South. At the same time, a comprehensive reform debate must consider the roles and responsibilities of all permanent members.<\/p>\n

The UN\u2019s future should not depend on one centre of power replacing another. Its credibility will depend on how it accommodates rising powers, how much space it gives smaller states and how effectively it makes multilateral decisions. Reform that recognises the world as it is today can make the UN a more credible common institution for all countries.<\/p>\n
