Inspector General of Police Dan Bahadur Karki met Chief Justice Manoj Kumar Sharma a day after a full meeting of the Supreme Court expressed concern over the decision to keep former chief justice Cholendra Shumsher Rana at a police office. The meeting at the Supreme Court on Tuesday lasted about 40 minutes. According to the chief justice\u2019s secretariat, they discussed security concerns involving judges, among other matters. No detailed account of their conversation or any agreement has been made public.<\/p>\n

The sequence of events gives the meeting particular significance. Rana was kept at a police office for about ten hours on Sunday. The Supreme Court\u2019s full meeting raised objections on Monday, and the head of Nepal Police met the head of the judiciary the following day. Their meeting may help ease institutional tensions, but the fact that they spoke does not settle the legal questions surrounding Rana\u2019s treatment.<\/p>\n

Police have said Rana faced a security threat. If so, they should explain what protective measures were considered and why taking him to a police office was necessary. Did Rana go voluntarily, or was he taken there against his will? Was he free to leave while he remained at the office? The answers determine whether the police were providing protection or restricting his liberty.<\/p>\n

The safety of judges requires regular coordination between the police and the judiciary. This case also raises questions about individual rights and judicial independence. Police must be able to show that the steps they took were lawful and open to scrutiny. Citing a security threat does not, by itself, explain the procedure they followed.<\/p>\n

The police should now provide a factual account of the threat assessment, the decision to take Rana to the office and the conditions under which he remained there. The Supreme Court should clarify both the concerns raised by its full meeting and the outcome of Tuesday\u2019s security discussion. Dialogue between the two institutional leaders is useful. Its value will be judged by whether the questions it leaves open receive clear answers.<\/p>\n
