Editorial

The latest flooding in the Budhi Gandaki area of Gorkha has delivered another harsh lesson to Nepal. A preliminary assessment suggests that a landslide blocked the river before triggering a sudden flood. Homes, bridges, roads and hydropower infrastructure have been damaged, while five people remain unaccounted for. Coming only weeks after the country suffered another devastating flood, this is more than a coincidence. It raises a national question: how can development and settlement be made safer in a hazard-prone landscape?

Early warnings and timely precautions appear to have helped prevent greater loss of life and property this time. According to officials, messages were sent to people living along the river after the flood was reported, giving residents time to move to safer places. This is evidence that the warning system can work. The efforts of rescuers and the vigilance of local residents also deserve recognition.

But sending a warning is not enough. Authorities must publicly review whether alerts reached every at-risk settlement on time, whether alternatives were available where mobile service was unavailable, and whether routes to safe locations remained accessible. Search efforts, communication with families and relief must continue while five people remain unaccounted for. The initial success of rescue operations should not be mistaken for a complete disaster response.

The flood has threatened not only settlements but also bridges, roads and hydropower projects. This raises concerns about how sites are selected and risks assessed for infrastructure development. In areas close to rivers or vulnerable to landslides, planning cannot rely only on estimates of ordinary floods. Building standards and project plans must also account for the possibility that a landslide could temporarily block a river and trigger a sudden surge of water.

The government must provide immediate relief, safe shelter and access to affected communities. At the same time, it should map the risks facing settlements, schools, bridges, roads and hydropower facilities, then decide which structures need protection, which communities may need relocation and where new construction should be restricted. Rebuilding in the same high-risk locations without addressing the underlying hazards is not recovery; it is accepting the risk of another disaster.

Monitoring of Himalayan river systems must be strengthened, along with the capacity to detect landslide blockages and deliver timely alerts in local languages. Mobile messages should be backed by sirens, radio, local volunteers and direct communication with police and local authorities. Reducing disaster risk is not the responsibility of one office alone. Local governments, security agencies, hydropower operators, construction companies and communities all share that duty.

The Budhi Gandaki flood has shown that an early warning system can be useful. Now it must be made reliable, routine and accessible to everyone. Relief can ease immediate hardship; risk-informed planning, safer infrastructure and preparedness can prevent future losses. The state’s success should be measured not only by its rescue efforts, but also by whether it can prevent people from losing their lives and homes again because the same vulnerabilities remain unaddressed.
