European leaders have expressed doubts about whether Russia will observe the energy ceasefire announced by US President Donald Trump. Moscow has yet to confirm that it has accepted the proposal. While a halt to attacks on energy infrastructure could ease civilian hardship, questions remain over the terms and implementation.

European Union foreign policy chief Kaja Kallas said the bloc would welcome a ceasefire if it were observed, but said there was no indication that Russia would comply. She argued that a halt limited to attacks on oil refineries would benefit Russia more and urged Washington to impose further sanctions on Moscow.

French President Emmanuel Macron said continued attacks on Ukrainian energy infrastructure gave no sign of a ceasefire on Russia’s side. Polish Prime Minister Donald Tusk accused Russia of having no interest in de-escalation or peace and called for stronger sanctions. Latvian President Edgars Rinkevics said a successfully implemented ceasefire could benefit all sides, while urging Europe to continue military and financial support for Ukraine.

Bosnian Serb leader Milorad Dodik welcomed the announcement, saying it could create an opportunity to restore dialogue and move toward peace. He also accused European officials of prolonging the conflict by continuing military assistance to Ukraine.

European criticism has also focused on a US agreement with Russia on diesel supplies. German Chancellor Friedrich Merz said the deal was unacceptable for Germany and Europe. He called for Germany to maintain sanctions on Moscow and said they should be strengthened.

Analysts have warned that the US-Russia diesel agreement could set a precedent for bilateral economic deals with Moscow before the Ukraine conflict is resolved and weaken the credibility of Western sanctions. Questions have also been raised over whether the proposed ceasefire would impose equal obligations on Russia and Ukraine.

Some commentators have argued that the proposal is weighted in Russia’s favour. However, they said extending a halt on attacks beyond oil refineries to all energy infrastructure could ease the hardship faced by Ukrainian civilians as winter approaches. Such a step could create a path toward a broader ceasefire, although a negotiated settlement to the conflict remains distant.
