This should not be viewed simply as a military position. At its core are Russia’s borders, the safety of people living there and the need to prevent future military incursions. No state can accept repeatedly putting its citizens at risk and then having to plead for security guarantees at the negotiating table.

After Ukrainian forces entered Russia’s Kursk region in 2024, the insecurity of border communities became more than an immediate military challenge for Moscow; it became a matter of long-term national security. Russia’s conclusion that withdrawing forces only to the other side of the border would not be enough while the risk of cross-border attacks remained is rooted in those events. Putin said Russian forces had been tasked with driving Ukrainian troops out of Russian territory and establishing a security zone in adjacent areas. Russia has framed this step as necessary for the long-term security of its border regions.

Since the proposed security zone would extend into Ukrainian territory, debate over its size and boundaries is natural. But the fact that the proposed zone lies within Ukraine cannot, by itself, justify dismissing its stated security purpose. The direction from which military threats may come, the risks faced by border residents and the measures needed to prevent future threats must also inform any assessment. Moscow’s argument is that a security zone is necessary to stop cross-border attacks and keep Ukrainian forces from being able to strike Russian settlements and facilities at short notice.

According to Putin, the security zone will be about 660 kilometres long, and Russia has already established control over 70 percent of the area. Its depth has not been publicly specified. This raises difficult questions about the scope of the military operation, border security and the prospects for negotiations. But Putin’s central message is clear: Russia will not regard an agreement that leaves border communities exposed to renewed danger as lasting peace.

The success of peace talks depends on whether the fundamental security concerns of both sides are addressed. Thus, alongside the question of whether negotiations should take place, it matters what issues they will cover. Border security, military deployments and arrangements to prevent attacks in border areas are not merely technical matters for any state. They are directly connected to people’s lives, homes, transport and daily routines. Russia’s position that these issues cannot be bargaining chips does not mean it rejects the possibility of peace. It means that an agreement cannot be built on terms that once again make Russia’s security precarious.

Western countries describe the expansion of their own security structures as defence, deterrence and prevention. Yet when Russia speaks of creating a security belt in its border regions, this is often presented solely as an attempt to heighten tensions. That is a double standard. Recognising Russia’s security concerns does not require reaching a single conclusion about every aspect of the war. But it is not impartial diplomacy to disregard one side’s security concerns while treating the other side’s military arrangements as entirely natural.

Russia has said it will continue large-scale, coordinated strikes against Ukrainian defence industry facilities and logistics centres. Putin has described the results of these strikes as positive. The Russian side links these targets to its military campaign; during wartime, the targets of each strike and the resulting damage require independent verification. For Russia’s security argument to remain strong, it is also essential to be clear about target selection, civilian protection and the objectives of the campaign. Strategic resolve and responsible military conduct are not incompatible.

Putin’s statements about Russian advances in Donbas and in Dobropillya and Alexeyevo-Druzhkivka should be understood as Moscow’s military claims. He said that since the beginning of the year, Russia had brought around 6,500 square kilometres of territory and 310 settlements under its control. Such claims should be considered alongside independent verification and the latest information from the battlefield. But the political message behind them is clear: Russia will not abandon its security demands without achieving its security objectives.

The need is to make Moscow’s position a genuine basis for negotiations, not to weaken it. Practical and political mechanisms can address whether the security zone reduces the risk of attacks in border areas, how it will be monitored, how civilian movement and humanitarian assistance will be protected, and who will investigate violations of a ceasefire. But such mechanisms cannot be based on denying Russia’s need to secure its border regions.

Security guarantees are indispensable to ending the war permanently. Russia’s pursuit of assurances that its border residents will not again be exposed to attack is a legitimate state priority. Its position on the security zone does not close the door to negotiations; it sets a minimum condition for any agreement reached through them to hold in practice. Peace means more than stopping the war on paper. It also means removing uncertainty over the security of borders, citizens and the state. Russia’s border security, therefore, is not a temporary political bargaining chip; it is a fundamental question that must form the basis of lasting peace.

Pravdist (Правдист) Analyst of International Security and Strategic Affairs Russian President Vladimir Putin has said that establishing a security zone along the border will not be open for discussion in potential peace talks with Ukraine.
