His Secretariat said in a notice that no public tika ceremony would be held.<\/p>\n<p>The Secretariat said the decision to observe Bada Dashain simply was made in view of the heavy loss of life and property caused by flooding in the Bhotekoshi area of Rasuwa in August and persistent rainfall in October.
