Editorial

Cyclone Arnab, developing over the Bay of Bengal, is expected to bring rain, strong winds and snowfall to parts of Nepal over the coming days. The National Disaster Risk Reduction and Management Authority has urged people to remain on high alert from October 29 to 31. Koshi, Madhesh, Bagmati, Gandaki and Lumbini provinces are expected to face the greatest impact, while some areas of Karnali and Sudurpashchim may also receive rain. Heavy snowfall, snowstorms and avalanches are possible in the high hills and Himalayan regions.

The weather risk itself is not unusual. Failing to prepare after receiving an advance warning is. Heavy rain can raise river levels, trigger landslides, disrupt road and air travel, and affect daily life. Telling people to “stay alert” is not enough. Authorities must identify vulnerable settlements, arrange safe shelters, prepare rescue teams and stock essential supplies without delay.

Federal, provincial and local governments must clarify their respective responsibilities. District administrations, security agencies, local representatives and disaster management committees need reliable channels for immediate coordination. Residents of riverbank settlements, flood-prone areas and landslide-risk zones should be moved to safety based on early warnings. If transport services must be halted, authorities should make decisions promptly and inform the public in time so that travellers are not left stranded.

The warning is especially concerning for communities already affected by floods and landslides. Families who have lost homes and livelihoods are still living in temporary shelters. They need a specific plan to protect them from further danger. Temporary relief alone is not enough; safe housing, health care, drinking water and protection for children and older people must also be ensured.

Farmers have been urged to harvest and bring in their paddy in time. But weather information alone is not enough. They may also need help arranging safe storage, workers and equipment. Authorities must enforce the call to suspend trekking and climbing in high Himalayan areas and regularly check on tourists already there.

The public also has a responsibility to avoid unnecessary travel, stay away from riverbanks and unstable slopes, and rely on official information. Unverified claims on social media can create confusion during rescue and relief operations. The public can call 1155 for weather information and 1234 for disaster assistance.

Natural hazards cannot be prevented, but the damage they cause can be reduced. That requires a clear link between early warnings, advance preparation and an effective response. The habit of mobilising only after disaster strikes must end. Government, communities and individuals must act as soon as risks emerge. The test is whether today’s warning remains a public notice or becomes a practical effort to protect lives.
