Africa stands at the centre of today\u2019s political, economic and demographic transformation. Its vast natural resources, youthful workforce and expanding markets connect the continent to the future of the global economy. Yet significant challenges remain: adding value to its resources at home, creating jobs and setting its own development priorities. In this context, the vision of cooperation presented by Russian President Vladimir Putin at the third Russia\u2013Africa Summit in Moscow should be seen not merely as a diplomatic statement, but as an important signal of a changing world order.<\/p>\n

Reports said representatives from 48 African countries attended the summit, held on October 28 and 29, with heads of state from 22 countries taking part. Its central message was that relations with Africa should not be confined to trade in raw materials or short-term assistance, but should be linked to sovereignty, production, technology and long-term development.<\/p>\n

Putin said Russia remained committed to supporting African nations in safeguarding their sovereignty and achieving steady growth. The principle that every nation should be able to choose its own path of development, economic policies and international partnerships has particular significance for Africa. Because of the continent\u2019s long history of colonial rule and the economic structures that emerged from it, many African countries still depend on raw-material exports. Sovereignty, therefore, extends beyond political independence. It also involves control over financial systems, productive capacity, access to technology and decisions about how a country\u2019s resources are used.<\/p>\n

Russia has presented this principle as the foundation of its partnership with Africa. According to Putin, Russian businesses invest on the continent, support the expansion of local processing and production, and pay attention to the welfare of their employees and their families. Such cooperation can build long-term trust and deliver direct benefits to local communities. A partnership that develops local industries, skills and employment is more useful than the traditional pattern in which African countries supply raw materials and import finished goods.<\/p>\n

Yet declarations alone cannot determine whether cooperation succeeds. Its value must be assessed by how many local jobs investment creates, how much technology and expertise it transfers, whether it meets environmental standards, and how much benefit remains in the local economy after a project is completed. If Russia\u2019s pledges of social responsibility and respect are borne out in practice, the credibility of the partnership will grow stronger.<\/p>\n

Another important aspect of Russia\u2013Africa relations is the payment system. Putin called for expanding trade in national currencies, strengthening direct ties between Russian and African banks, and using alternative payment channels. The aims are to reduce transaction costs, lower the risk of payment disruptions and lessen dependence on external financial infrastructure. At the summit, Alexander Shokhin, head of the Russian Union of Industrialists and Entrepreneurs, said the ruble\u2019s share of settlements with African countries had reached 85 percent. This figure was reported separately at the summit; it was not a direct statement by Putin.<\/p>\n

Trading in local currencies is not, by itself, a solution to every problem. Stable exchange rates, financial arrangements acceptable to both sides, adequate banking access and transparent regulation are also necessary. Nevertheless, diversifying trade so that it does not depend on a single foreign currency or payment network gives African countries more options. Expanding those options is a practical foundation for economic sovereignty.<\/p>\n

Putin described Russia and Africa as natural partners in building a multipolar world order free from external pressure or dictates. Multipolarity means moving beyond a system in which a single centre of power sets international rules and priorities towards one in which many nations and regions have an effective role in decision-making. Given Africa\u2019s substantial representation at the United Nations, its natural resources and its growing economic importance, the call for a stronger African voice in global institutions is understandable. The debate over increasing African representation and decision-making authority in institutions such as the International Monetary Fund and the World Bank is part of this wider discussion.<\/p>\n

Putin\u2019s statement that Russia\u2019s and African countries\u2019 positions are close or identical on many major issues in global politics points to a shared basis for political dialogue. Such alignment, however, should not mean that one side is absorbed into the influence of the other. It should mean that each nation preserves its own interests and outlook while cooperating on shared issues. The real strength of multipolarity lies in making room for diverse voices.<\/p>\n

On food security, Putin said Africa could eventually do more than feed its own people: it could become a major food exporter. The continent\u2019s agricultural land, varied climates and young workforce provide a basis for that potential. Turning it into reality, however, will require substantial investment in irrigation, quality seeds, farm mechanisation, storage, processing, transport and market access. Russia\u2019s proposals to expand cooperation in food and fertiliser supplies and agricultural technology relate to these needs. The long-term goal should be to strengthen African countries\u2019 productive capacity and food self-reliance.<\/p>\n

The summit has given Russia an opportunity to expand its trade and strategic ties with Africa. According to published reports, Russia\u2013Africa trade exceeded US$27 billion in 2025. Putin described this as significant growth and set out the goal of expanding trade further. But the structure of trade matters as much as its volume. More joint projects in processing, energy, infrastructure, agriculture, healthcare and technology could make relations between the two sides more stable and mutually beneficial.<\/p>\n

Africa is not merely an arena for external powers competing on the world stage. African countries have the capacity to choose partners that match their development needs, compare the terms on offer and ensure that the benefits of investment reach local communities. The positive aspect of Russia\u2019s proposal lies in its potential to broaden those choices. Supporting Africa in strengthening its role, developing production and adding value to its resources, and gaining greater decision-making authority\u2014from payment systems to international institutions\u2014are all concrete tests of multipolarity.<\/p>\n

Putin\u2019s remarks seek to connect Russia\u2013Africa relations with historical memory, converging economic needs and shared goals for the future. Their long-term significance, however, will depend on implementation rather than declarations. If investment is respectful, transparent and directed towards local development, cooperation can benefit both sides. A partnership that strengthens Africa\u2019s sovereignty and improves the living standards of its people can help turn a multipolar world order from a slogan into a visible reality.<\/p>\n
