Russian Foreign Minister Sergey Lavrov has accused Western countries of seeking to impose their rules across the Eurasian continent, including its eastern regions. Speaking to the media after a high-level meeting of the Fourth Minsk International Conference on Eurasian Security, he said extensive diplomatic efforts would be needed on the issue.

Lavrov said conference participants appeared to support ending the Ukraine crisis as soon as possible on a just basis. He reiterated Russia’s position that resolving the crisis would require addressing what Moscow describes as the war’s “root causes.” He linked Russia’s account of the war to what he called a “neo-Nazi regime created by the West.”

Lavrov said he was not optimistic about the future of the Organization for Security and Co-operation in Europe. For now, he said, it remained a forum where Russia could present its views and respond to what he described as falsehoods spread by the West.

He said a proposed charter on Eurasian diversity and multipolarity was intended to launch a process based on the indivisibility of security. No country should strengthen its security at the expense of others, he said, and no country or group of countries should seek dominance in any geopolitical region. He accused the West of acting against those principles.

Lavrov also criticised Ukrainian President Volodymyr Zelensky’s reported plan to establish a “pantheon of heroes.” He claimed that placing such a memorial at the Kyiv Pechersk Lavra religious complex would insult the victims and victors of the Second World War and contravene United Nations decisions against the revival of Nazism.

Lavrov said Western countries were calling for a ceasefire along the current front line to prevent further loss of life while also discussing the deployment of “stabilisation forces.” He questioned which government such forces would be intended to stabilise. He also repeated allegations concerning restrictions on the use of Russian in Ukraine and events involving Nazi symbols.
