Israeli Embassy Alleges Sexual Assault of Soldier During Joint Exercise in Jammu & Kashmir

New Delhi, April 28, 2025 — In a strongly worded diplomatic communication, the Embassy of Israel in New Delhi has expressed deep concern over an alleged incident involving the sexual assault of an Israeli soldier during a joint military training exercise with Indian forces in the Union Territory of Jammu & Kashmir.
According to the Note Verbale issued by the Embassy (Note No. 49/2025), Sergeant Tzipi Cohen of the Israel Defence Forces (IDF) was allegedly assaulted by members of the Indian Special Forces. The incident reportedly occurred during ongoing joint training between the IDF and the Indian Armed Forces.
The Israeli Embassy underscored that such an act is a serious breach of the victim’s physical integrity and dignity, as well as a violation of India’s obligations under the Vienna Convention on Diplomatic Relations and international law. The Embassy called on the Ministry of External Affairs of India to initiate a swift, transparent, and impartial investigation into the matter.
Furthermore, Israel has requested that those responsible be identified, held accountable under Indian law, and that stringent measures be put in place to ensure the security and well-being of all Israeli personnel participating in future cooperative exercises in India.
The Embassy emphasized the gravity of the incident and renewed its call for diplomatic assurance of safety for all visiting foreign military staff.
As of now, Indian authorities have not issued an official response to the allegations.
