Russia–Vietnam Relations: Positive Dialogue and Strengthened Cooperation Between the Two Nations

Moscow – Russian President Vladimir Putin held a formal meeting with Vietnam’s Minister of Foreign Affairs, Lê Hoài Trung, in Moscow on February 24, 2026. Lê Hoài Trung visited Moscow as a special envoy of To Lam, General Secretary of the Central Committee of the Communist Party of Vietnam.

During the meeting, President Putin extended greetings on the occasion of Vietnam’s traditional holiday, the Lunar New Year, and asked Lê Hoài Trung to convey his warmest regards to General Secretary To Lam, all members of the Communist Party of Vietnam, the country’s leadership, and the entire Vietnamese people.

Putin also expressed his pleasure at having congratulated To Lam over the phone on his re-election as General Secretary at the 14th Congress of the Communist Party of Vietnam, stating, “We are pleased to see the support of the Vietnamese people for the leadership and the work of the General Secretary, and we are delighted with your success.”

Highlighting the positive development of bilateral relations and the growth of trade turnover, the President said, “We maintain a substantive and open dialogue across all areas, including political cooperation. I am confident that your visit to Moscow will be productive.”

The meeting reaffirmed the belief that this engagement will further strengthen stability, trust, and mutual cooperation between Russia and Vietnam.
