Moscow Accuses Ukrainian Forces of Causing Civilian Damage in Russian Regions

Kathmandu. Russian Foreign Ministry Ambassador-at-Large Rodion Miroshnik has accused Ukrainian armed forces of carrying out attacks on civilian infrastructure in Russian regions and Russian-controlled territories between June 22 and 28. He presented the images and details as “photo facts and evidence” of what Moscow describes as crimes committed by the Kiev regime.

According to Miroshnik, a massive missile strike hit Voronezh on June 22, killing six civilians and injuring 68 others. On the same day, he said, a fixed-wing UAV struck an apartment building in Shchyokino, Tula Region.

On June 23, a drone reportedly hit a passenger minibus in Proletarsky, Belgorod Region, injuring one civilian. On June 24, according to the Russian side, a fixed-wing UAV struck an apartment building in Gorlovka in the DPR, killing three civilians and injuring four others.

Moscow also claimed that an FPV drone struck a residential house in Novaya Tavolzhanka, Belgorod Region, injuring one civilian. The public list mentions June 2 for this incident, although Miroshnik described the overall material as covering the week of June 22 to 28. Therefore, the exact date of this particular incident requires further clarification.

On June 27, according to Russian claims, a UAV strike hit agricultural land near Bogdanovka in Kherson Region, causing a fire that destroyed more than 15 hectares of wheat. On the same day, Moscow said, a fixed-wing UAV struck the Sambek Heights museum complex in Rostov Region, killing one civilian and injuring 11 others.

Miroshnik further stated that on June 27 an FPV drone struck an apartment building in Shebekino, Belgorod Region. On June 28, another FPV drone reportedly hit a private house in Gora-Podol, Belgorod Region. Also on June 28, according to the Russian side, a UAV attack targeted a civilian passenger transport parking area in Skadovsk, Kherson Region, burning at least 40 buses completely.

The shared images show a field on fire, smoke rising from residential buildings, damaged apartment blocks, burned buses, damaged houses and a damaged passenger vehicle. Moscow has presented these images as evidence of Ukrainian attacks on civilian infrastructure. However, photographs alone do not independently confirm the exact location, time or party responsible for each incident.

Russia has repeatedly accused Ukraine of using drones and missiles against border regions, residential areas, transport infrastructure, agricultural land and cultural sites. Moscow argues that such attacks are expanding the conflict beyond the battlefield and directly affecting civilian life and internal security.

The accusation also forms part of the wider information battle surrounding the Russia Ukraine conflict. Moscow appears to be using the latest material to draw international attention to what it describes as targeted attacks on civilians. At the same time, such serious allegations require independent investigation, verification of locations, official casualty records and responses from all concerned parties.

Miroshnik’s latest statement reinforces Moscow’s position that civilian infrastructure, agriculture, public transport and residential buildings in areas near the conflict zone are facing growing risks. Russia interprets these incidents as deliberate attacks by the Ukrainian side on civilian targets.
