ASEAN–Russia Foreign Ministers’ Meeting Held in Manila, Lavrov Participates

Russian Foreign Minister Sergey Lavrov participated in the ASEAN–Russia Post-Ministerial Conference held in Pasay City, the Philippines.

During the meeting on July 22, 2026, Lavrov joined the foreign ministers and heads of delegations from ASEAN member states for an official group photograph.

According to ASEAN’s official schedule, the ASEAN–Russia meeting was held as part of the ministerial events connected with the 59th ASEAN Foreign Ministers’ Meeting hosted by the Philippines.

Separate meetings with ASEAN dialogue partners, including India, New Zealand, Australia, the European Union, the United Kingdom, Canada, the United States, China, Japan and South Korea, were also scheduled for the same day.

The Russian Foreign Ministry had announced that Lavrov would participate in ASEAN-related ministerial meetings in Manila from July 21 to 23.

Russia and ASEAN are marking the 35th anniversary of the establishment of their relations in 2026. The two sides have expanded cooperation in political and security dialogue, trade, energy, science and technology, education, culture and humanitarian affairs.

In June 2026, Russia and ASEAN adopted a comprehensive plan of action for their strategic partnership covering the 2026–2030 period.

The plan seeks to expand cooperation for regional peace, stability, prosperity and sustainable development, while reaffirming Russia’s support for ASEAN’s central role in the evolving regional architecture.

The Manila meeting is regarded as an important diplomatic platform for discussing the implementation of the new five-year action plan, regional and international developments, and priorities for practical cooperation.
