Russia Says Gaza Ceasefire Implementation Has Stalled, Proposes Collective Security Framework for Middle East

Russia’s Acting Permanent Representative to the United Nations, Anna Evstigneeva, has said implementation of the Gaza ceasefire agreement reached between Israel and Hamas in October 2025 has largely stalled.

Addressing an open debate of the UN Security Council on the situation in the Middle East in New York on Tuesday, Evstigneeva said new operations by the Israel Defense Forces continued to cause civilian deaths and further humanitarian suffering. Restrictions on the entry and distribution of humanitarian assistance in Gaza also remained in place, she said.

The Russian representative said the plan proposed by U.S. President Donald Trump, which formed the basis of the peace arrangements, had not been implemented in practice.

According to her, the proposed “Board of Peace” has effectively failed to begin operating, the “International Stabilization Force” has yet to be established, and there is no visible prospect of a complete withdrawal of Israeli forces from Gaza.

“No practical steps towards the reconstruction of the enclave are currently possible,” she said, adding that U.S.-led peacemaking efforts on the Palestinian issue had effectively been put on hold.

Evstigneeva said the situation in the West Bank was also continuing to deteriorate. She accused the Israeli authorities of tightening administrative and legal control over the territory and said the pace and scale of settlement expansion had surpassed all previous records.

Expressing concern over reports of unprecedented restrictions on Palestinian movement between communities, she said irreversible realities were being created in the West Bank while the territory under Palestinian control continued to shrink.

Russia believes that the only path towards peace, stability and prosperity in the Middle East lies through diplomacy, negotiations, good-neighbourly relations among regional states and stronger security for each country.

Evstigneeva said the more focused mechanisms outlined in Russia’s updated Concept of Collective Security in the Persian Gulf could serve as a starting point for a regional peace process.

She said the concept contains practical proposals for strengthening confidence-building measures and provides for a phased approach to resolving regional crises.

Russia believes such measures could ultimately help establish a stable and conflict-free Middle East open to broad international cooperation.

Evstigneeva said Russia was ready to engage with all interested parties and discuss these and other constructive proposals aimed at creating a reliable and sustainable security architecture across the Middle East.
