Ukraine Pledges Not to Target Non-Russian Oil Tankers or Kazakh Export Infrastructure, U.S. Official Says

Ukraine has pledged not to target oil tankers unrelated to Russia or infrastructure in the Black Sea that is essential for the export of Kazakh oil, according to a U.S. official cited by Bloomberg.

The reported commitment followed discussions between Ukrainian representatives and U.S. officials.

The issue is closely linked to the Caspian Pipeline Consortium, or CPC, a major export route carrying crude oil from Kazakhstan through Russia to a Black Sea terminal near Novorossiysk.

The pipeline is critically important for Kazakhstan’s oil exports, and recent attacks in the Black Sea region on tankers, ports and energy infrastructure have raised concerns over shipping, loading operations and the continuity of Kazakh crude supplies.

Western energy companies, including Chevron and ExxonMobil, also hold significant commercial interests in Kazakhstan’s oil production and the CPC system. As a result, Washington has viewed the protection of non-Russian shipping and Kazakh export infrastructure as an issue connected not only to regional energy security but also to broader international commercial interests.

Previous reports had indicated that the United States urged Ukraine to avoid targeting non-Russian vessels operating in the Black Sea.

If implemented, the reported commitment could reduce some of the uncertainty surrounding Kazakh oil exports through the region.

However, no detailed public statement from the Ukrainian side confirming the terms of the reported commitment has yet been made available.

Kazakhstan is a landlocked country and relies heavily on the CPC route for crude oil exports. The growing military risks in the Black Sea have therefore increasingly affected regional and international energy interests beyond the immediate Russia–Ukraine conflict.
