Xi Proposes New Middle East Security Architecture as China-Egypt Cooperation Expands into High-Tech Sectors

Chinese President Xi Jinping has proposed building a new regional security architecture in the Middle East based on the concept of common, comprehensive, cooperative and sustainable security.

During talks with Egyptian President Abdel Fattah El-Sisi, Xi outlined a four-point proposal calling for stronger internal drivers of regional security, an integrated approach to security challenges, a stronger development foundation and enhanced international coordination. He also expressed support for Middle Eastern countries in developing good-neighborly and friendly relations.

Xi’s state visit took place as China and Egypt mark the 70th anniversary of diplomatic relations. During the visit, the two countries issued a joint statement on further deepening their comprehensive strategic partnership. President Sisi reaffirmed Egypt’s adherence to the one-China principle and its commitment to further advancing ties with Beijing.

The joint statement described China-Egypt relations as being based on equality and mutual trust, friendship and mutual learning, solidarity and mutual support, and win-win cooperation. The two sides also agreed to strengthen coordination on global governance and safeguard the interests of developing countries and the Global South.

Industrial localization, digital transformation and sustainable development emerged as major new priorities in bilateral cooperation. Xi called for new cooperation in green energy, electric vehicles, aerospace, the digital economy and modern agricultural technology. More than 20 cooperation documents were signed in areas including the digital economy, science and technology, education and transportation.

Chinese analysts said Xi’s proposal reflects a broader argument that Middle Eastern countries should strengthen strategic autonomy in security affairs rather than depend excessively on external powers. They noted that Egypt occupies an important position in Red Sea maritime security, mediation on the Palestinian-Israeli issue and wider regional stability. These assessments represent the views of Chinese experts rather than a consensus among all regional actors.

One major example of expanding China-Egypt economic cooperation is the China-Egypt TEDA Suez Economic and Trade Cooperation Zone. More than 200 companies are now operating there, while projects in sectors including new energy, textiles and home appliances have continued to expand. The zone is being presented as an example of bilateral cooperation moving beyond traditional infrastructure toward deeper industrial integration, technology upgrading and local employment.

Xi’s visit also highlighted a broader transformation in China-Egypt ties. Cooperation is increasingly expanding from conventional trade and infrastructure into artificial intelligence, green technology, electric vehicles, advanced manufacturing and the digital economy.

Beijing is presenting this evolving model not only as a bilateral partnership, but also as a potential example for wider China-Arab, China-Africa and Global South cooperation.
