Russia Accuses Ukraine of Creating Direct Threats to Civil Aviation, Appeals Urgently to ICAO

Russia has accused Ukraine of taking actions that create direct threats to civil aviation and has formally called for urgent intervention by the International Civil Aviation Organization, ICAO.

According to the Russian side, the competent authorities are in contact with the leadership of ICAO in Montreal, Canada, and an urgent appeal on the matter has been sent to ICAO Secretary General Juan Carlos Salazar.

Russia said it had issued a strong protest over what it described as Ukraine’s reckless actions, arguing that they run counter to international law and pose risks to the safety of civil aviation.

Moscow also rejected NOTAMs issued by Ukrainian authorities claiming that Russian airspace is unsafe. The Russian side said those notices have no legal force, distort the actual situation and mislead users of Russian airspace.

Russia called on the ICAO Secretary General to condemn what it described as unlawful interference by Ukraine in civil aviation and the direct threats resulting from such actions.

It also urged ICAO to take targeted measures aimed at bringing an end to the activities in question.

The Russian Federation reiterated that it remains firmly committed to ensuring the safety of civil aviation.
